Research On Optimization Of Cross-agency Collaborative Supervision Of Gaolan County Inspection

The systematically integrated,coordinated and efficient supervision system of the party and the state is one of the important characteristics of the country’s comprehensive deepening of reforms and in-depth development.As a strategic and institutional arrangement of the party and the state,inspections and inspections can connect various supervisory bodies and integrate various supervisory resources.,and strengthen the joint supervision force of the party and the state.The innovative exploration of inspections represented by inter-departmental coordinated supervision of county-level inspections is conducive to connecting all aspects of intra-party supervision and state supervision,effectively connecting self-revolution and comprehensively strict party governance,and promoting the in-depth development of intra-party supervision.This paper takes how to optimize the inspection and inter-departmental collaborative supervision as the research question,and takes Gaolan County as a case study.Inspect the current situation of inter-departmental collaborative supervision,and sort out the problems existing in Gaolan County’s inter-departmental collaborative supervision from the three dimensions of collaborative goals,collaborative methods,and collaborative guarantees,and analyze the main reasons that affect the inter-departmental collaborative supervision of inspections.In the process of collaborative supervision,there are unclear collaborative objectives,lack of collaborative motivation,poor communication in collaborative consultations,insufficient long-term staffing coordination,insufficient circular correlations in collaborative supervision and rectification,imperfect collaborative policy framework,and lack of detailed rules for key links of collaborative policies.,the lack of awareness of the main role of the collaborative policy,the lack of collaborative culture,and the insufficient use of information collaboration.Guided by the theory of synergy,this paper proposes that the goal and system of synergy are the control parameters,the method of synergy,including organization,strength,procedures,etc.,as the order parameters,and information resources and synergy culture are the guarantees to promote efficient synergy among synergistic subjects.On the basis,output a collaborative policy with a complete framework,complete content and procedures,and smooth communication and connection between the subjects.With a more complete policy as the guarantee,it will react to the collaborative subjects to carry out more efficient collaboration,and finally realize the inspection based on the synergy theory of the overall effect of the inspection synergy.Cross-departmental collaboration to supervise and optimize ideas.This research is conducive to enriching the connotation of inter-departmental coordination and supervision of inspections,further enriching the theory of inspection systems,improving the efficiency of inspection and supervision at the county level,consolidating and deepening the results of supervision.It has certain theoretical value and practical guiding significance to build a centralized,unified,authoritative and efficient large-scale supervision pattern.
