The digital transformation of government is a governance reform that "affects the whole body with one action" and plays a leading and exemplary role in the reform of administrative system.The further development of information technology accelerates the pace of digital transformation.The third plenary session of the 18 th CPC central committee put forward the strategic objectives of comprehensively deepening reform and realizing the modernization of national governance.In this context,local governments use digital technology to promote the transformation and modernization of governance.How to make local government understand the new digital technology more comprehensively and realize the transformation from traditional governance to digital governance? How to improve the quality of public service in the transformation and create the operation environment of digital transformation? How to integrate government resources and reduce administrative cost to better adapt to the transition trend? These are the substantive problems to be solved in the digital transformation.Released in 2017,the state network letter for "digital China construction development report",which has been clear about the state of the CPC Central Committee and the State Council about the construction of "digital China",as a whole the development of e-government,to promote the overall objective of "Internet +government affairs",also rules at all levels of government in promoting the construction of "digital" government reform,to promote the further development of reform of "pipes" of the priority.At the same time,bearing the great mission of reform and opening up,all sectors of society actively assist governments at all levels in promoting fundamental reform in management system,operation mode and platform construction by innovating in concept and practice,applying Internet thinking and new-generation information technology.Governments at all levels actively build a "digital integrated government" through "system innovation + technology innovation".The concept of digital transformation originates from the field of enterprisemanagement and is applied to the field of government governance.Digital transformation of the government is using the Internet,big data and cloud computing,artificial intelligence and other modern information technology,to strengthen the e-government data integrated,open,sharing,building human-machine collaborative digital,networked,intelligent integrated application system,in order to process reengineering implementation across different departments,the system,efficient collaboration across different regions,level.Technological means give decision-makers the ability to create governance value,which has three dimensions,namely the public,information technology and government departments.Most importantly,digital transformation must provide value to the society and the public through the application of technological means.At the present stage,the digital transformation of the government has gradually moved from the initial basic work of resource integration,window merging and platform collaboration to the "deep water zone" of institutional reform,government process reengineering,and the resolution of data sharing barriers.The implementation difficulty has gradually increased,and the obstacles and problems encountered have become more and more obvious.Therefore,how to leverage the reform of government departments and realize the modernization of governance capacity by taking the opportunity of digital transformation and relying on the opportunity of "running at most once" reform,and how to solve the difficulties encountered by local governments in the future reform,is a realistic problem that local governments must solve in the digital transformation.Taking hangzhou as the research object,this paper inspects in the department of local government organization level of the implementation of digital transformation measures,using the literature research and quantitative analysis method to analyzes the digital transformation of the specific reform route and influence factors analysis of the present government reform,to further elaborate on the understanding of the transformation measures,discusses on the future of the digital transformation.
