| The rural revitalization strategy is a major strategic measure to fundamentally solve the problems of agriculture,rural areas and farmers.The improvement of rural living environment is one of the main tasks in implementing the rural revitalization strategy,which concerns the fundamental well-being of farmers.Since 2014,the central government has issued a series of plans and measures for the improvement of rural human settlements environment and carried out a series of relevant actions.Up to now,the improvement of rural human settlements environment has achieved certain stage results.The improvement of rural human settlement environment is a systematic and complex project involving many aspects.It can not only rely on the government to lead,but also need to give play to the participation of other subjects,especially the extensive and effective participation of farmers.In real practice,there exist the villagers don’t participate in,the result is bad,the existence of these problems,not only influence the rural residential environment improvement in the whole advancement,also affects the grassroots social harmony and stability,therefore,it is necessary for the villagers to participate in the rural residential environment regulation existence dilemma,the causes of systematic research.In this paper,the villagers of the village under the jurisdiction of M town are taken as the research object,and based on the current situation of the rural human settlement environment remediation in M Town,the realistic dilemma of the villagers in M town participating in the rural human settlement environment remediation is studied.Firstly,the relevant literatures at home and abroad are sorted out,the relevant concepts involved in the research are defined and explained,and the theoretical basis for the research is determined.To M town,secondly,current situation of rural living environment regulation objective description,from the improvement measures,the contents of the regulation,etc.,fully displaying M town living environment renovation of the status quo,and through the way of questionnaire and depth interview,explore M town in the rural residential environment regulation problems of villagers’ participation,there are four aspects of the problem,First,the level of villagers’participation is not high;second,the frequency of villagers’ participation is low;third,the degree of villagers’ participation is not high;fourth,the role of villagers’ participation is limited.Based on the governance theory,sustainable development theory and olson,collective action theory as the theoretical basis,the comprehensive analysis of questionnaire and interview data,analyze the problems,it is concluded that the following reasons:one is M town villagers own limitations,in the thought idea behind,responsibility consciousness,limited in their ability to participate in three aspects;The second is the conflict of interest of multiple participants,which is manifested in three aspects:the conflict of interest between grass-roots government and villagers,the conflict of interest between village committee and villagers,and the conflict of interest between grass-roots government and village committee.Thirdly,the participation norm and participation mechanism are not perfect,which is mainly manifested in the lack of guarantee mechanism,incentive mechanism and interaction mechanism of villagers’ participation.Finally,combining with the causes of the problems,the countermeasures to enhance the participation of villagers are proposed:first,to improve the comprehensive quality of villagers’ participation,first,to update the villagers’ideas,secondly,to cultivate the villagers’ sense of responsibility for participation,finally,to improve the villagers’ ability to participate;Second,to construct the coordination mechanism of multiple stakeholders,on the one hand,to improve the mechanism of interest expression,on the other hand,to build the mechanism of interest sharing;Third,improve the participation norms and participation mechanisms,standardize the participation procedures,and improve the incentive mechanism. |
