Research On The Situation And Countermeasures Of PengZhou’s Business Environment Construction

The Premier of People Republic of China Li Ke Qiang who has pointed out a view at the world overseas Chinese business conference "business environment is productivity".To create the business environment is the most important soft power of a city,it’s not only an embodiment of a city’s core competitiveness,but also a primary standard to measure a city’s overall strength.In 2019,the construction of creating business environment has been written into the report of State Council Government,which has become the main point of the new round of urban competition.In 2019,Chengdu put forward the goal of building a national central city.This movement which fully embodies the concept of creating a new development,and issued the first mobilization order of “business environment construction year”after the Spring Festival.The Peng Zhou City taking Chengdu’s movement of“business environment construction year” as an opportunity,which has put the optimization of business environment at the first instruction of the overall development.They had implemented the optimization and upgrading project into the business environment.and established a special working group called the “top leaders” which fully participated in the relevant municipal departments.This instruction has successively issued the implementation opinions of “Pengzhou City on deepening the comprehensive reform of business environment and building a model city of international business environment”and “the implementation plan of Pengzhou business environment improvement project”.There also has affiliated 13 supporting action plans.These plans carried out the “bold” reform closely around streamlining administration and decentralization,combining decentralization and management,and optimizing services.It has achieved good social repercussions and created an open,convenient and sustainable environment of Fair business market.This article based on a plenty of literature review,questionnaire survey,telephone interview,comparative analysis and others research methods.Which find there are some lack of the process of business environment construction in Pengzhou City.Such as insufficient utilization of construction resources,work mechanism need to be optimized,poor effect of policy implementation,the level of administration according to law to be improved,imperfect legal system,high production and operation costs of enterprises,and so on.These problems which affect and restrict the further construction process of business environment in Pengzhou City.The main cause of these problems is people are not pay enough attention to the construction of creating a business environment.which include the lack of service mechanism and methods;the government service system;the construction of cadre team,and the guarantee ability of needs.All the defects above need to be improved.Meanwhile,it is necessary to strengthen the government’s guarantee system and try to achieve the world-class construction level.According to collecting the opinions and suggestions of the government,enterprises,intermediary agencies and other relevant subjects,this paper analyzes the problems and reasons existing in the construction process of business environment 2.0 in Pengzhou City.Its remaining us to actively learn from the experience of advanced regions at home and abroad.Starting from promoting the optimization of government services,improving the policy service system,strengthening the construction of ‘grass-roots teams’.Promoting the construction of business environment 2.0 to the further path of business environment 3.0 in Pengzhou City,and provide eplicable and referential construction experience for the construction of business environment in western region and even nationwide counties.
