The report of the 20 th Party Congress pointed out that "we will improve the protection of the property rights,market access,fair competition,social credit,and other market economy systems,and optimize the business environment".Since the reforms to streamline administration and delegate power,improve regulation and upgrade services,the continuous optimization of the business environment to help the quality development of the economy has become a new test,content,and means to modernize our government’s governance capacity.With the development of information technology,digitalization has gradually been integrated with government services,and digital government services have become the main grip for optimizing the business environment.The administrative burden arises from the process of government-enterprise interactions and it is the learning,obedience,and psychological cost perceived by market players in the process of government-enterprise interactions.At the simultaneous time,along with the deepening of the concept of building a "people-satisfied service-oriented government",the evaluation of the business environment is more inclined to the sense of access and satisfaction of market players,thus in the process of strengthening the construction of digital government services to improve the satisfaction of the business environment,the administrative burden borne by market players becomes an important influential factor.As one of the first pilot cities for innovation and optimization of the business environment,Chongqing has been performing well in optimizing the business environment,and it is representative and typical to choose the T district of the "bridgehead" city of the twin-city economic zone in the Chengdu-Chongqing economic circle as the sample city.The empirical analysis is used to clarify the mechanism between "digital government services,administrative burden,and business environment satisfaction",and to provide targeted policy recommendations for improving the level of digital government services and business environment satisfaction in the T district of Chongqing.This research is based on the theory of government process reengineering,institutional transaction cost theory and customer satisfaction theory,and uses literature research,questionnaire survey and mathematical statistical analysis to build a theoretical analysis framework based on the path of "digital government services reduce administrative burden and improve business environment satisfaction" :(1)whether digital government services have an impact on the administrative burden of market players and business environment satisfaction;(2)whether the administrative burden of market players has a mediating role in the impact of digital government services on business environment satisfaction,and if so,whether it is fully or partially mediated;(3)whether the administrative burden of market players affects their business environment satisfaction;(4)Based on the relationships between the three,how to propose countermeasures to enhance the capacity of digital government services and improve the business environment satisfaction of market players.The key findings of the research are as follows:(1)Digital government services have a positive correlation with satisfaction with the business environment.Firstly,for market players,digital government services,as a full-chain business processing model focusing on user needs,integrate information technology into the optimization of the business environment,so that the convenience and efficiency of technology translate into satisfaction with the business environment.Secondly,reengineering government processes with the public at the center can open communication channels between the government and the public,and market players,as important stakeholders in enhancing the business environment,can have a greater voice and influence through digital government services.(2)The five areas of digital government service construction differ in their impact on the administrative burden of market players.The effectiveness of government services,the maturity of online processing,the coverage of service matters,and the accuracy of office guidelines can all significantly reduce the administrative burden of market players,while the completeness of service matters does not have a significant impact on the administrative burden of market players.As a kind of service innovation,the convenience,transparency,and standardization embodied in digital government services can effectively transfer,reduce,and transform administrative burdens.(3)Administrative burden significantly negatively impacts satisfaction with the business environment.The administrative burden is a cost,and according to the theory of customer satisfaction and the empirical results of this study,a cost reduction will dramatically increase satisfaction.The impact of administrative burden on business environment satisfaction is mainly reflected in cost reduction and quality improvement.(4)Administrative burden partially mediates the effects of digital government services on satisfaction with the business environment.Administrative burden plays a part in mediating the effects of the effectiveness of government services,the maturity of online processing,the coverage of services,and the accuracy of office guidelines on business environment satisfaction,but the mediating role of administrative burden in the effects of digital government services on business environment satisfaction is not significant.Based on this,this study was able to confirm that there are three management forms of digital government services for optimizing the business environment: the online-driven,offline-driven,and fully integrated forms,and that administrative burden plays a key role in these three management forms.(5)Through the analysis of the empirical results of the sample regions,this study proposes countermeasures in four aspects: promoting service refinement to enhance the effectiveness of government services;promoting business collaboration to strengthen the online operation;promoting supply diversification to widen the breadth of service matters;and enhancing the scientific process to improve the accuracy of office guidelines.The innovation of this paper lies in the creativity of the research content and research perspective.On the one hand,this paper evaluates digital government services and business environment from the perspective of public satisfaction,further clarifying the relationship and influence mechanism between the two and providing a new research idea for the study of digital government services and business environment.On the other hand,the presentation of the administrative burden as a mediating variable provides a path to strengthen the construction of digital government services and improve the satisfaction of market players with the business environment from the perspective of reducing the administrative burden.The shortcomings of this paper lie in the sources of data and the depth of research.Firstly,the completeness of the data needs to be improved.This article adopts a questionnaire method for data collection,which requires a certain level of knowledge and literacy of the respondents and the scenarios they fill in.Secondly,due to this article’s limited space,it is impossible to discuss the various dimensions of administrative burden and satisfaction with the business environment.In further research,each dimension can be refined and processed in a higher-order structural equation model to clarify the influence paths between the different dimensions of the three variables,so that in-depth analysis can be carried out better.
