Study On The Cause Of Implementation Deviation Of Targeted Poverty Alleviation Policy In Z Village In Northwest Sichuan

In the context of poverty alleviation,the nation and its government have introduced a large number of public policies and measures targeting at poverty-stricken areas,rural areas and areas of ethnic minority.These policies and measures have played a vital role in improving infrastructure construction,enhancing people’s living standards and perfecting the basic situation of backward areas.However,as the poverty alleviation work enters its final year,the policy intensity is further strengthened,and a large number of public policies are more inclined to poor areas,the existing problems in the implementation of the targeted poverty alleviation policy,however,become more and more obvious,which has become a research hotspot and been widely discussed in the academic field.In this paper,the implementation process of the targeted poverty alleviation policy in Z village in Northwest Sichuan Province is taken as a case.Under the model framework of the implementation process of Smith’s policy,the topic is studied and analyzed in accordance with the ideas of posing,analyzing and solving problems.The imperfection of “policy self”,the diversity and particularity of“environmental factors” and other factors constitute the objective reason of policy implementation deviation.The absence of “executive agency”,and the abandonment of the supervisory rights by the “targeted group” form the subjective reason of policy implementation deviation.These reasons urge that village cadres adjust the details of policies with “flexible disposal” in the process of policy implementation,causing a series of problems and phenomena,such as “the asymmetric information,and narrowing the scope of policy implementation”,“use of the opinion leadership,intervening group decision” and “selective enforcement policy details”.As a result,the deviation of policy implementation will be caused,public resources will be wasted,and the fairness of targeted groups will be influenced.This paper,in the view of improving the effectiveness of policy implementation,combined with the causes which led to implementation deviation,proposes some suggestions to improve the problem of policy implementation deviation.
