| China’s rural minimum living security policy(referred to as "Dibao")established since2007,has undergone several special rectifications and has been continuously developed and improved.It has significantly improved the living conditions of the rural poor.It is both at the institutional level of maintaining social assistance equity and improving the overall level of social security.Plays an important and irreplaceable role.However,due to urban-rural division of the social security system,while the rural subsistence allowance system has achieved certain development results,there have also been implementation errors such as "maintenance of stability and governance" and "relationship protection".Village cadres,as the final executors in the implementation of the rural subsistence allowance policy,are also the “street bureaucrats” in the rural policy implementation scenario.They have a certain degree of discretion.How to analyze and resolve the chaos in rural subsistence allowances from the perspective of regulating the discretion of village cadres? The effective implementation of the subsistence allowance policy has important practical significance.Aiming at the deviations in the implementation of the rural subsistence allowances policy,this article consults the relevant literature and materials in the field of public policy at home and abroad,draws on the academic research results on the implementation of the rural subsistence allowances policy,and combines the development of the rural subsistence allowance system in China.The evolution process and the content of the implementation regulations of the Shandong Province Dibao work are sorted out.Through case analysis and interviews,it further summarizes the deviation of the subsistence policy target,seeks the benefits of the Dibao policy implementation,and adds the content of the Dibao policy implementation and the grassroots level of the implementation of the Dibao policy.Four manifestations of deviation are internalized.The improper use of discretion by village cadres caused damage to the fairness of the relief system,government credibility and policy objectives during the implementation of the rural subsistence allowance,which intensified the contradictions in the implementation of levels and caused a waste of resources for the subsistence allowance.This article uses street bureaucracy theory and public policy implementation model to analyze the reasons for the improper use of discretionary power by village cadres in the implementation of rural minimum security policy from the four dimensions of the subject,object,process and environment of the exercise of discretion.Correspondingly,how to regulate the discretionary power of village cadres,correct the low implementation deviation in rural areas,also combine and improve the main constraints of the construction of the village cadre team,stimulate the construction of the object of peasants’ endogenous force,and standardize the process control and control of the implementation process of the minimum guarantee policy.Based on the four dimensions of environmental optimization in the post-rural social field,suggestions are made to improve the implementation process of the rural minimum guarantee. |
