Urban Administrative Hierarchy And Labor Force’s Willingness To Settle Down

After the restrictions on urban settlement are relaxed,it’s important and urgent to improve the attractiveness of cities and promote the coordinated development between cities.Based on the background of China’s unique urban governance structure,with the perspective of urban administrative hierarchy,this paper constructs an analysis framework of the impact mechanism of labor force settlement.matches the data of China’s population dynamic monitoring survey(CMDS)from 2016 to 2017 with the data of Chinese cities,and uses logit model to study the relationship between urban hierarchy and labor force settlement after the removal of settlement restrictions.Through a series of robustness tests,it finds that the urban administrative level has a significant role in promoting the attraction of labor force,and the administrative level has a positive role in promoting the level of urban public service and housing price,the public service level has a significant role in promoting the willingness of labor force to settle down,and the housing price has an inverted U-shaped effect on labor settlement.It is because that house price as the symbol of the city,is the result of the interaction between the pull of expected high income and house price as the resistance of housing cost to reduce disposable income.From the perspective of heterogeneity results,non purchased housing,low level of education,women,young people,small family size,the longer the inflow time,household registration and floating labor force in the province are more sensitive to the city level and public service level;Housing purchase,high level of education,male,middle-aged,small family size,inflow time of 5-10 years,household registration and inter provincial Migration of labor force are more sensitive to housing prices.The administrative level of inland cities has a greater impact on the settlement intention.The public service level and housing price of coastal cities have more obvious effect on the decision-making of labor settlement.Further study found that under the same administrative level,the level of public services and housing prices of prefecture level cities and sub provincial cities have a significant role in promoting the willingness of labor force to settle down.Finally,combined with the conclusion of this paper,aiming at promoting the balanced allocation of labor and promoting the coordinated development of city,the paper proposes the suggestion of weakening the role of city administrative grade in city governance,promoting household registration reform,and enhancing the city’s public service level and core competitiveness.
