Research On The Mode Of Micro-governance In Municipal Society

municipal social governance become a major topic that needs to be discussed after China enters the new era.Promoting municipal social governance is not only the practical need to cope with the development of urban-rural integration,but also the important strategic issue to realize the modernization of national governance.As the Fifth Plenary Session of the 19th CPC Central Committee stressed,it’s necessary to reinforce and innovate the social governance in the city,further promote the modernization of municipal social governance,and build a new pattern of social governance of co-construction,co-governance and sharing.At present,municipal social governance is still in the exploratory stage,relevant theories play a limited role,the practical experience is insufficient,and the innovation is quite slow.Micro-governance,which originated from community governance,has been applied to municipal social governance by virtue of its advantages of solving social ref inement affairs,resolving complex contradictions and meeting diversified needs.A micro-governance model of municipal society,which promotes the overall effective governance of the city with refinement governance in various fields.Based on the case,this paper summarizes the practice of micro-governance in the municipal society,explores the mechanism of micro-governance,and reflects on the theoretical innovation of this model,aiming to provide useful reference and inspiration for the development of municipal social governance.Based on the theory of collaborative governance,compound governance,refinement governance and Xi Jinping’ s important exposition on social governance with Chinese characteristics,this study analyzes the micro-governance model by taking the campus governance and community governance in Xiamen as examples.According to this study,the micro-governance model of municipal society is value orientated by "to respond demands","to empower and energized","to realize co-governance";constructing the governance mechanism of institution supply,space transformation and technology embedded;running on the support systems of policy,organization,financial,technique,ability and culture;finally brings good efficiency for the municipal society.Generally,as the micro-governance model running,municipal social governance goes into public life,realizes both order and vitality,and constructs a resilient governance system.In the end,this study suggests that the micro-governance model should be further optimized to realize long-term development,which can be executed through strengthening legal protection,social psychological construction,scientific guidance,and enhancing support systems.
