Study On The Realization Path Of Modernization Of Municipal Social Governance

At present,socialism with Chinese characteristics has entered a new era,and our country and society are constantly meeting new challenges in the process of development.The traditional governance model has failed to effectively address the increasingly complex social issues and the governance dilemma,and the concept of municipal governance has born on demand.Among many ideas on the practical path of municipal governance,the "five governance" path proposed by Chen Yixin has significant governance advantage in both theory and practice,but there are still some problems in the process of practice.This thesis,taking the study on the path to achieve the modernization of municipal social governance as the basic research content,explores the way of "five governance" in depth in order to provide reference for the improvement of the "five governance" model.The thesis undertakes the study on the path to achieve the modernization of municipal social governance.I clarified the research results of domestic scholars on the modernization of municipal social governance,and takes politics,government by law,moral governance,self-governance and wisdom governance as the research framework in response to the current development situation of five governance,namely,there are also such significant problems as the lack of moral and cultural quality,the difficulty of grassroots community governance and management,and obvious differences in regional development in addition to many practical achievements including the development of municipal party building,the improvement of laws and regulations,the establishment of community grids and the construction of smart cities.This thesis starts from the current development situation and problems of China’s municipal social governance modernization on the aspects of five governance,combined the governance experience of Ningbo and Zhuhai,the advanced pilot cities in China,and proposes countermeasures by analyzing the current situation,exploring the problems,finding the causes,and learning from the experience,with a view to systematically integrating the municipal social governance into the five governance system,so as to achieve good governance in the city level.The main contents of this study are as follows:firstly,analyzing the research background and significance of the study;secondly,introducing theoretical basis of the construction of the modernization of municipal social governance and the definition of the concept of city level;thirdly,through an in-depth analysis of the current problems and the causes of the problems,it is concluded that there are various factors including citizens’lack of attention in mind,the lack of financial,technical and human resources support,the influence of social multi-culture and the lack of government’s lack of support;fourthly,combined with the successful experience of Ningbo and Zhuhai,advanced pilot cities in China,in various aspects of carrying out municipal social governance modernization;finally,proposing the feasibility of achieving the path at all levels,holding the leading position of political leadership,consolidating the foundation of autonomy,grasping the key point of government by law,choosing the right combination of moral leadership,developing the innovative point of wisdom governance and promoting "integrated governance" with "five governance" to create a characteristic municipal social governance system and to significantly enhance the people’s sense of gain,well-being and security.
