| China’s Social Credit System(SCS)is an important part of socialist market economy system and social governance system.It is of great significance to rectify and standardize the order of market economy,improve the market credit environment,reduce transaction costs and guard against economic risks.The Planning Outline for the Construction of the Social Credit System has been successfully completed,and our country is to accelerate the establishment of a "dual circulation" development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement,which also puts forward higher requirements for social credit.As a complex system engineering,the development of social credit system must rely on the participation of government,market and society,so that good credit can provide solid support for the realization of the next century goal.Most of the academic articles regard the social credit system as a governance tool,but few studies systematically analyze the policy texts of SCS.Therefore,the idea of studying the policy texts in the process of social credit system construction is determined by content analysis.Firstly,this dissertation reviews and divides the construction process of social credit system.Secondly,based on the policy tools selection theory,the two-dimensional analysis framework of policy tools(X dimension)-construction fields(Y dimension)is constructed.The database is constructed with the policy texts related to credit construction at the central level,and the coding system is determined.In this part,statistical analysis is made on the number,subjects and types of policy texts.Finally,through the analysis of the coding results,this dissertation explores the application status in various fields of social credit system in China,and the corresponding optimization suggestions are put forward.It is found that there are some problems in the development of China’s social credit system,such as excessive use of coercion tools,insufficient use of socialization tools,weak position of market tools,and optimization of policy system design.In order to better use all kinds of tools to promote the construction of social credit system in the future,this paper puts forward the following optimization suggestions:improving the optimal mix of tools using multiple roles of government,market and society;matching fields and tools in a scientific way,and promote overall construction;strengthening the effectiveness of relevant policies through establishing credit laws and regulations. |
