Research On The Construction Of Primary-level Cadres In The Fujian Firefighting Force

With the development of urbanization and industrialization,all kinds of disasters and casualties have the characteristics of complexity and diversity.Firefighting force is facing more and more formidable tasks.With the gradually into a well-off society in our country,and the growing popularity of the fire protection knowledge,people’s need for safety and security is increasing.As primary-level cadres,firefighting force’s capability plays a more and more important role.How to improve the level of their team construction is becoming one of the hot research topics of modern society.Primary-level cadres of firefighting in Fujian province is chosen as our research object.Methods such as data analysis,comparative study,questionnaire survey and in-depth interview are comprehensively applied,and current status of firefighting cadres team construction and its problems are analyzed,this paper points out the diversified modes and relative strategies used in improving the team constructions of the Fujian firefighting primary-level cadres.This paper is divided into five parts.Part one is about the background and significance of this research.It introduces the researches home and abrod as well as the research contents,technical route map,research methods and innovation points;Part two points out the concepts of primary-level cadres of firefightings and their team constructions.the theoretic basis such as human capital theory,Maslow’s hierarchy of needs and theory of expectancy are also mentioned in this part.Part three draws a conclusion based on a questionnaire survey on the primary-level cadres of firefightings in Fujian Province.To be specific,there are mainly five problems:the lack of experience in the lack of cadres,lack of training and inadequate protection,simple and inadequate assessment,the motivation system effect is not obvious and the management method needs to be improved.Part four analyses reasons why it exists those problems.They are mainly five aspects:defect of dual management system,the imperfections of educational and training system as well as motivation system,and cadres themselves are lack of spirits of bearing hardships.Based on current firefighting systems,part five points out methods to raise the level of the Fujian firefighting team constructions.They are educational training,testing and evaluation,motivation and daily management.It also suggests strategies on how to construct diversified modes.New concepts should be first established,and all kinds of systems perfected,and the team construction fund should be guaranteed.
