In the context of the full implementation of the “county-managed school employment” policy,the authority and scope of school management by the government educational authorities have been expanding and deepening,and school middle-level cadres are not only an important part of the leadership and management team of primary and secondary schools,but also the backbone of implementing school decisions and leading the growth of teachers and students.School middle-level cadres are the inevitable requirement for promoting the internal development of schools,and strengthening the construction of middle-level cadres in primary and secondary schools is also an important part of the new era of government departments to deepen the comprehensive management reform of education.In this context,this thesis focous on the issue of middle-level cadres in primary and secondary schools in Hejiang County,prompting county-level educational administrative authorities to further improve their mechanisms for managing the middle-level cadres in schools,energising the talent of the school’s cadres in order to enhance the quality of educational development,which could provide some research basis for policy improvement.This thesis takes the middle-level cadres of primary and secondary schools in Hejiang County as the research object,adhering to the research method of "theoretical research-analysis of current situation and problems-discussion of causes-analysis of countermeasures",as well as using a combination of management motivation theory,teachers’ professional development research theory and theories related to organizational re-engineering,through administrative data analysis.On this basis,this thesis adopts interview analysis and other research methods,through the analysis of administrative data related to the middle-level cadres in primary and secondary schools in Hejiang County and on-site interviews with some school-level cadres,middle-level cadres and general teachers in primary and secondary schools in Hejiang County.This thesis analyses the current situation of middle-level cadres in primary and secondary schools in Hejiang County,describing the problems as “the shortage of cadres” “lack of professionalism” and “Inadequate performance”,pointing out the reasons for the problems are "the school’s organizational structure is not reasonable","difficulties in cultivating middle-level cadres" and "the management assessment of middle-level cadres is not perfect",etc.Based on the analysis of causes,this thesis puts forward targeted suggestions in the areas of "departmental organization","cadres cultivating" and "cadres’ appraisal management".Specific countermeasures include reasonable adjustment of middle-level cadres’ post settings and clear job responsibility,reshaping the middle-level cadres’ selection and training mechanism to keep pace with the times,and building a middle-level cadres’ management and assessment mechanism with clear authority and responsibility.By promoting the revision of relevant local management policies,the county government needs to further improve the mechanisms related to the construction of middle-level cadres in primary and secondary schools,and effectively solves the problems that exist in the construction of middle-level cadres in primary and secondary schools at the county level.The results of the study can provide some reference for optimizing the management mechanism of middle-level cadres in primary and secondary schools and deepening the teaching force in the context of implementing “county-managed school employment” policy. |
