It has been proved by long-term practice that human beings are the first production to promote social development,scientific and technological progress and production development.Every job is inseparable from a strong team,and it requires a lot of grassroots people to pay and work hard.Facing the new requirements of the rapid economic development,it is an urgent need to actively explore new ideas,new methods and new ways for the use of talents,and fully mobilize the enthusiasm and creativity of talents.At present,the countryside is in the critical period of implementing the strategy of rural revitalization.The transformation of economic development mode and social structure put forward new requirements for the leadership of village cadres.Nevertheless,there are still many problems in the leading cadres of village level in our country,such as the aging of the leaders,the poor sense of innovation,the lack of economic development,and the marginalization of college-graduate village officials.To this end,from the height of building a well-off society and rural revitalization strategy,this paper comprehensively applies the theory of grassroots party building theory,and based on the experience of domestic and foreign countries,analyzes the current team building of village leaders in China,and the proposed new framework and ideas for the construction of the leader of the village-level cadres in the situation.This paper is mainly divided into five parts.Firstly,China launched the "three support and one support" plan as early as the 16 th National Congress of the Communist Party of China and then carried out the college-graduate village officials project,so that the university students sink to the grassroots level to contribute to the economic and social development of China's grassroots.Based on China's current policy,I combine the training plan for the leadership of the village-level cadres in the city to further analyze the feasibility and necessity of the policy.Secondly,this paper analysis from why to carry out the construction of village-level cadres waiting for the leadership of the team and how to build a good team of village-level cadres waiting for the leader,as well as building a good team of village-level cadres waiting for the leader in China's development what benefits are made.Thirdly,it is expounding the necessity and particularity of the construction of the chief of village leaders.The leader of village cadres is the leader of the implementation of the strategy of rural revitalization and is the core of leading the development of agricultural and rural modernization.Fourthly,it mainly analyzes the construction of the team of village-level cadres waiting for leaders and analyzes the causes.Through in-depth field investigation and reading of relevant literature,this paper summarizes the main problems existing in the construction of village-level cadre-designated leaders,and mainly analyzes the causes of the problems in the construction of village-level cadre-designated leaders from the aspects of higher-level organizational departments,ideological understanding of the leaders,training measures,supervision mechanism,and withdrawal system.Finally,it is the path to improve the village leaders.
