The Army Civilian Personnel Team Construction In Fujian Province

Liberation army promulgated the regulations on the civil servant of the Chinese People’s Liberation Army in 2006 and recruited civil servants to work in the army independently by each unit,which marked the civil servant system was established in our country.The people’s liberation army general political department unified to recruit nearly 50000 civil servants from the public.That is to say,civil servant system is a newborn thing,it plays an important role for optimizing military personnel structure,improving the battle effectiveness and reducing the military burden.A civilian personnel employment system has injected new vitality for the military construction.Therefore,under the guidance of public management basic theory and principle of psychology,to research and analyze the army civilian personnel team construction in our country,it is of great significance.In this article,starting from the significance of the army civilian personnel team construction,based on the introduction of the definition of civil servant,to analyze the features of our civil servants,connotation and the special requirements of civilian personnel team construction.To analyze the present situation of the army civilian personnel team construction in Fijian province by using literature research,questionnaire survey method and experience summary method.To point out its existing problems and cause analysis,and put forward the advice in many ways to optimize the army civilian personnel team construction in Fujian province.
