A Practice Report On Revising E-C Translation Of Closing Gaps In National Regulations Against IUU Fishing

IUU fishing has become one of the major challenges in global ocean management,characterized by the large scale of catches,the difficulty of regulation and assessing actual impacts,seriously undermining marine ecosystems and the sustainable development of fisheries.In February 2019,the OECD released a report,Closing Gaps in National Regulations Against IUU Fishing,with an aim to encourage countries around the world to strengthen the regulation of IUU fishing.This practice report is based on the revision of this translation project commissioned to the International Fisheries Economics and Management Public Opinion Center of the School of Foreign Languages of Shanghai Ocean University.This paper is a reflection on the revision practice.In 2001,Brian Mossop divided 14 revision parameters into five groups: meaning transfer(accuracy and completeness),content(logic and facts),language and style(smoothness,tailoring,sub-language,idiom and mechanics),presentation(layout,typography and organization)and specifications(client specifications and employer policies).The set of parameters provides systematic and comprehensive guidance on the operational aspect of the revision work.According to Mossop’s revision parameters,translation problems at three levels are founded in the draft: transfer,content and language and style,and a total of eight types of error are spotted in accuracy,completeness,logic,facts,smoothness,tailoring,sub-language and idiom.For different errors,revision methods are explored based on detailed case studies.The report finds that firstly for transfer problems,the reviser can apply role shift,diction,conversion of word class,repetition and addition;secondly for content problems,the reviser can add necessary connectors or hidden messages,restructure long difficult sentences and refer to fixed translations of FAO and OECD,etc;thirdly for language and style problems,the author can ask the publisher of the task in advance,read the source text thoroughly,and refer to parallel texts in the same field to determine the language style of the source text and make contextual corrections.And the beauty of the language is a factor that should be preserved.This paper hopes to offer some suggestions and references for future translation and revision practice of fisheries report texts.
