| Promoting the high-quality supply of public cultural service in rural areas is the primary task of further deepening the reform of the cultural system.It’s also a necessary requirement to protect the cultural rights and interests of the people at the grassroots level and meet their new expectations for a better life.For a long time,the policy formulation and implementation of the development goal of public cultural service with "equalization" and "standardization" as the core has alleviated the problem of the excessive gap between urban and rural public cultural service to a certain extent.However,due to the influence of various factors,most of the rural public cultural service show the characteristics of fragmented and homogeneous supply,and the disadvantages brought by this appear gradually.Compared with cities,the problems of uneven resources,lack of management,low quality and low efficiency have not been effectively solved for a long time.There is no doubt that the high quality supply of rural public cultural service has become a prominent issue of public cultural reform and the target of social policy implementation.It’s not only necessary but also urgent to explore it.Based on the new historical node and the vision of high-quality development,this paper takes Q Town,H District,Guiyang City as the research object.Under the theoretical framework of holistic governance theory,supply-demand relationship theory and other theoretical frameworks,through literature research,field investigation and case study,the present situation of rural public cultural service supply in Q Town was investigated.It was found that while the supply of rural public cultural service in the town had achieved great results,there was some problems such as uneven distribution of cultural resources between urban and rural areas,insufficient funding guarantee for cultural undertakings,weak infrastructure construction,low quality and low efficiency supply,and lack of talent team.These problems were closely related to the contradiction of urban-rural dual system structure,the lack of social participation in rural cultural supply,the deviation of cultural service concept and cognition,the limitation of cultural demand expression,the lack of consumption consciousness,the absence of cultural management,and the imperfect talent training mechanism.On the basis of the advanced practice of exploring the high-quality supply of public cultural service in other rural areas in China,it’s believed that improving the supply of rural public cultural service in the new period.We should actively practice in overall planning to promote the balanced development of urban and rural public cultural service,diversified participation to broaden the sources and channels of rural public cultural funds,technology-led innovation of rural public cultural service supply mode,and supply-demand coupling to improve the supply quality of rural public cultural service. |
