Research On The Problems And Countermeasures Of Public Service Supply In Rural Cultural Halls

The cultural auditorium is a key cultural project in Zhejiang Province.It is to guide the people's ideological transformation,enrich the people's spiritual and cultural life,improve the degree of social civilization and help build a common rich and beautiful society through the construction of grass-roots cultural positions and colorful activities.Specifically,it is to improve the comprehensive quality and civilization of the grass-roots people,stimulate the people's sense of "ownership",build a civilized,harmonious,rich and beautiful village community home,and consolidate the broadest and deepest mass foundation for accelerating the construction of a leading area of socialist modernization.This paper is written on the basis of consulting books,newspapers and government documents related to the supply of public goods,rural governance and government public services.The author is engaged in the construction of cultural auditorium,investigated in detail the construction,management and fund use of cultural auditorium from 2018 to 2020,looked for the problems of O county government in public services and public products of cultural auditorium through questionnaire survey,field visit and case analysis,and found that the government's public service function has been excessively expanded The masses do not fully participate in the process of public service supply,the implementation of government public service supply is not in place,the government public service supply chain needs to be improved,and the government public service is difficult to keep up with the development of the times.Based on public goods theory and public service theory,the author finds out that the government has an absolute voice in public service supply For reasons such as the weak willingness of the masses to express their consumption preference for public goods,the lack of executive power and motivation of cadres,the insufficient guarantee of public service supply in the auditorium,the adverse impact caused by social transformation and upgrading,and in view of the above problems,this paper puts forward to establish the concept of public service supply in the auditorium based on the masses' consumption preference,adjust the direction of public service supply Further improve the public service supply mechanism,improve the quality of public service supply in the auditorium,and strengthen the construction of public service team.
