He Erjian(1554-1610),styled Mingfu,was born in Caozhou,Shandong Province.Ming Wanli seventeen years(1589)Jinshi,Li Guan Yanling Zhi County,Zhejiang Lake Guang Road monitor history,Liaodong tour,Dali Temple Cheng,etc.The Liao Imperial Draft is a compilation of the draft He Erjian sent on his tour to Liaodong Province from the 30 th year of Wanli to the 31 st year(1602--1603)on impeach the mining tax chief Gao Huai and request him to strike down the mining tax.It is divided into two volumes with 13 entries,including a letter addressed to key officials of the imperial court.The Liao Imperial Draft covers the social conditions of Liaodong in the middle and late period of the Wan Li Dynasty,as well as the administrative affairs of frontier defense,etc.He Erjian reveals the usurpation of Liaodong by Gao Huai,the tax chief,through the illegal practices of Gao Huai,his officials and envoys,and Gao Huai’s actions towards Vassal Joseon.It is of unique historical value to study He Erjian and analyze the situation of Liaodong in the middle and late Wanli period.By exploring the life of He Erjian,the role of Liao Dynasty and its relationship with Gao Huai,this paper summarizes the background and version of the Liao Imperial Draft,summarizes and interprets its contents,and explores the historical value of this draft,in an attempt to provide some references for subsequent scholars to understand and use it.This paper introduces He Erjian’s life,his functions and his relationship with Gaohuai..First of all,this paper briefly summarizes He Erjian’s official career in chronological order,and explores the internal relationship between He Erjian’s integrity in official service and his family tradition by examining his life background and family tradition.Secondly,according to the functional requirements of the Liaodong governor in Wanli period,this paper objectively discusses whether He family fully performed his duties.Finally,the paper introduces the relationship between He Erjian and Gao Huai in the interaction of responsibilities and practical relationship.To sum up,the He family was upright in character and deeply dissatisfied with the eunuch Gao Huai for his evil deeds in Liaodong.The Liaodong area of the army and people deep in the bitter sea of life feel aggrieved,its Liaodong governor period dare to fight with the eunuch Gao Huai,through many on the thin expose Gao Huai evil,for the people’s voice,to maintain stability Liaodong situation more efforts.While analyzing the background of the writing of the Liao Imperial Draft and compiling the relevant contents of the books and editions,This paper first analyzes the reasons why Emperor Wanli sent mineral tax authorities to negotiate mining taxes in different places as well as the internal and external situation of Liaodong at that time.It was during this period that Emperor Qin of Wanli sent Gao Huai to negotiate mining taxes in Liaodong,which is the important background for He Erjian’s submission of the Liao Royal Draft.He Erjian tour according to the Liaodong period,in order to effectively perform the duties and stabilize the situation in Liaodong,many times to the emperor on the thin prelude Gao Huai in this period of action,after,He Erjian will be during the Liao special impeachment Gao Huai and related to the mining tax played sparse summary book.In addition,this chapter also introduces the existing versions of the Liao Jingshu Draft and their relationships.By classifying and interpreting the contents of the Liao Royal Draft,his officials and envoys,stating the faults of Liaodong,asking for a strike on mine taxes,informing Gao Huai of its upsetting Liaodong,arguing Gao Huai’s falseliness,and advising Gao Huai on his appointment as a military official.Finally,the author analyzes the results of He Erjian’s working process and the important value of the Liao Royal Working Draft.He Erjian made a timely opening to the emperor through a lot of illegal acts during the period when Gao Huai was in charge of mineral tax,which played a certain role in promoting Gao Huai’s final withdrawal and return to Beijing.At the same time,this draft is an important historical document reflecting the activities of Gao Huai during the negotiation of taxes in Liaodong,and a precious historical document for studying He Erjian’s ideas on Liao as an official.It expounds the social situation in Liaodong during the Wanli period from the first perspective,and is of great value for studying the situation in Liaodong in the middle and late Wanli period.Therefore,the historical value of the Liao Royal Draft cannot be ignore.
