| The report of the 19 th Party Congress points out that "China’s economy has shifted from the stage of high-speed growth to the stage of high-quality development".The integration of cultural and tourism industries that lives up to the "poetry and distance" is not only a general trend,but also an objective need and an inevitable choice for the transformation and upgrading of cultural industry and tourism industry.The evaluation and countermeasures research on the integration of cultural tourism industry has become one of the hot spots at present.The integrated development of cultural tourism industry refers to the process of integrating cultural industry and tourism industry by upgrading technology,developing products and expanding space,and finally achieving complementary advantages and optimal benefits.In order to promote the integrated development of cultural tourism industry,the country must correctly position the role of the government and reasonably play the role of the government.Generally speaking,in the integrated development of the cultural and tourism industry,the government mainly plays the role of macro-control,overall planning,supervision and management,organization and coordination,guidance and service,and management according to law.The integrated development of cultural tourism industry is a kind of interactive development and display mode of industry which is participated by multiple subjects,communicated by multiple channels and integrated by multiple forms.The government is an important subject in the development of cultural tourism industry integration,and whether its role is fully played also directly affects the process of the integrated development of the cultural and tourism industry.In view of this,it is particularly important to study the problems of the government’s role in the integrated development of cultural tourism industry,analyze the deep-seated reasons for its role and put forward suggestions to optimize the government’s role in the integrated development of cultural tourism industry.This paper mainly adopts the method of combining literature research,case study and questionnaire survey,and focuses on the role of the government based on the background of the integrated development of the cultural tourism industry.In this context,the research is mainly divided into four parts with the theoretical analysis of the role of government,the current situation of the role of government and its existing problems,and the suggestions for optimizing the role of government.Specifically: in the first part,the article defines the concept of integrated development of cultural tourism industry and the role of government,sorts out the relevant theories on the role of government in the integrated development of cultural tourism industry from a theoretical perspective,and analyzes the specific embodiment of the role of government in the integrated development of cultural tourism industry.In the second part,the article takes District J as an example to analyze the status quo and achievements of the government’s role in the integrated development of the cultural and tourism industry.In the third part,the article analyzes the deficiencies of the integration of cultural tourism industry in J district in the eyes of tourists through a questionnaire survey,and analyzes the failure of the government’s role in the development of cultural tourism integration in terms of macro regulation and control,supervision and management,public services,and talent management,and concludes that the macro regulation and control system is not sound,the level of public services is not high,the degree of importance attached to cultural tourism industry is low,and the implementation of talent policy is not in place.In the fourth part,the article puts forward four suggestions for optimizing the role of local government in the integrated development of cultural tourism industry: in macro regulation and control,increase policy support and carry out scientific strategic planning;in supervision and management,build a multi-dimensional supervision system and improve the level of intelligent supervision;in public service,increase financial investment,innovate service methods and strengthen service assessment;in talent management,improve efficiency of talent introduction and improve the talent cultivation system. |
