Research On Local Government Promoting The Integration And Development Of Culture And Tourism Industry

The integrated development of cultural industry and tourism industry is a process of integration and symbiosis driven by science and technology and innovation for the purpose of opening up a broader market and creating more industrial value.At the same time,it is also a new way of industrial linkage development with the participation of government,market,enterprises,industry associations,consumers and other parties,multi-channel communication and various forms of integration.The impact on the tourism industry in 2020 is obvious and huge.The increase of people’s travel costs and the decrease of travel willingness is one of the direct reasons for the heavy damage to local tourist attractions.In the face of sudden unpredictable factors,the tourism industry must actively seek new breakthroughs and directions for development.On the basis of the original integration,the joint development with the cultural industry appears to be more correct and urgent,which can help the tourism industry tide over the difficulties.If the country wants to promote the integration and development of culture and tourism industry in the right direction,it must reasonably locate the role of the government and make full use of the government function.Although the local government can not be the leading force in industrial integration,it is also an indispensable and important main body.Whether it fulfills its duties fully or not has a direct impact on the effectiveness of this industrial integration.On this basis,it is particularly important to study the functional problems and the deep-seated causes of the problems in the process of promoting the integration and development of the culture and tourism industry,and to make suggestions on the inadequacies of the local government.This thesis selects Dalian,which has a certain foundation for industrial foundation and the potential for industrial integration,as an example,and takes the problems existing in the exertion of government functions as the starting point of the study.the research methods of case analysis,comparative analysis and interview are used to study the government to promote the integration and development of literature and tourism industry.First of all,on the basis of collecting and reading a lot of relevant documents at home and abroad,this thesis summarizes the overall situation of the integration and development of China’s literature and tourism industry.It also focuses on the analysis of the functions of local governments in promoting industrial integration,which are mainly in the following four aspects:overall planning,organization and coordination,guidance and service,supervision and management.It also expounds the current situation of government performance,such as the development basis,institutional setup,policy documents and phased achievements of the cultural and tourism industry in Dalian.Secondly,taking Dalian Municipal Government as an example,this thesis specifically analyzes and summarizes the following problems in the process of promoting the integration of these two industries by local governments:lack of perfect macro-layout and systematic policies and measures,the lack of substantial and deep integration of culture and tourism departments,the ineffectiveness of the government in promoting industry integration and product integration,and the public service supply-side reform in the field of culture and tourism still needs to be promoted.In order to find solutions to the existing problems,after analyzing the causes of the existing problems,this thesis takes Shanghai and Qingdao as examples for experience.It is concluded that the local government should give full play to its innovation and service ability when promoting the industrial integration.Through the in-depth study of the local government promoting this integration,this thesis draws the following conclusions:the top-level design,policies and regulations are the basic guarantee to improve the efficiency of the integration and development of the culture and tourism industry.A reasonable and unified departmental management system mechanism is the organizational guarantee for this integration,and the integration of resources,formats and products are the key links in the docking and integration of these two industry chains.The supply of high-quality literature and tourism public services is a fertile ground to stimulate and release the cultural tourism demand potential of the people.Based on this,local governments should perform their duties from four aspects:ideas,functions and responsibilities,forms of business and products,and public services.The corresponding specific countermeasures and suggestions include establishing and strengthening the concept of literature and tourism and symbiosis,strengthening the integration of top-level design and culture and tourism policies,further refining and implementing the functions of internal institutions,and strengthening the evaluation of the reform of culture and tourism organizations.To form a talent training model for government-industry-university-research cooperation,activate the vitality of government departments and introduce private think tanks,innovate the means of providing public services for literature and tourism.Guide all sectors of society to improve the quality of public services provided by literature and tourism.This study will bring about the theoretical significance of enriching and developing the relevant contents of government intervention theory and service-oriented government theory,as well as the practical significance of improving local economic and social benefits,promoting the transformation and upgrading of these two industries.
