The cultural tourism block is the cultural context of a city,which carries a long history of a city and has a cultural significance that cannot be replicated.LN Cultural Tourism Company has been rated as an "Industry Advanced Enterprise" in the cultural tourism industry of SY City many times and has received high attention in the industry,and the TZJ project is a key project of LN Cultural Tourism Company.The construction of the project has a large investment amount,a long construction period,and involves the integration of multiple historical and cultural elements,which is difficult to build and has more risk factors.After completion,it can drive the economic development of the block,and the success or failure of the TZJ project is related to the future development direction of the cultural tourism industry in SY City.Risk research on TZJ projects can enrich the risk management theory of cultural tourism industry projects,carry out reasonable risk management and control of cultural tourism projects,and managers can make correct choices and then carry out scientific risk management of projects.The completion of the TZJ project will promote tourism and commercial development and enhance the image of the city.At present,there are few theoretical studies on risk management of similar projects at home and abroad.Therefore,an in-depth analysis of the risks that may be encountered in the TZJ project to avoid blind investment in the project is of great significance to the overall construction of the project.This article expounds on the theory of project risk management,which mainly summarizes and summarizes the commonly used theoretical methods and steps from the aspects of risk management’s purpose,scope,identification,evaluation,and response.Through the Delphi method,28 risk indicators were identified in the four stages of the project’s decision-making phase,project implementation phase,project operation phase,and project life cycle,and obtained the final summary list of risk factor indicators for the TZJ project.At the same time,the risk of the TZJ project is evaluated based on the combination of the risk matrix and the Borda sequence value method.First,according to the definition of the risk impact level in the original risk matrix and the description of the probability of risk occurrence,the probability,and level of the occurrence of each risk of the project are quantified;Then use the determined risk factors and their risk levels to construct the risk matrix of the TZJ project,and use the Borda sequence value method to rank the importance of each risk factor.Among them,the 20 risk factors with higher risk levels include investment estimation risk in the decision-making stage,investment payback period prediction,financing plan rationality,planning approval timeliness,and cultural and creative feasibility risks;public intervention in the implementation stage,unforeseen Ancient ruins,design change risks,ancient construction technology risks,construction period,project quality and production safety risks;market demand risks,planning,and publicity risks,and service quality risks during project operation;contracts,management,labor disputes,and macro aspects of the entire life cycle of the project economic and environmental risks.In response to the above risk factors,risk response measures are proposed to ensure the smooth development of the TZJ project,guide avoiding risks,and provide a reference for risk management of other similar cultural tourism projects.
