The government report of the 19 th CPC National Congress points out the innovation of modern cultural industry management mechanisms.Local governments have carried out urban cultural infrastructure construction through PPP mode.This mode of cooperation between government and social capital has solved the problems of government institutions,such as heavy financing pressure,long construction cycle span,and difficult operation.However,there are also many risks in the practical application of the PPP model.For example,the lack of operation management leads to an increase in operation costs,and the incomplete laws and regulations lead to the conflicts of interests of all parties,which will affect the successful implementation of PPP projects.This is the reason for the slow progress of many PPP projects.Therefore,it is necessary to study the risks existing in the application of PPP projects in cultural and art center public venues,carry out a risk assessment,and put forward risk response strategies.Based on the above background,this article through to the culture and art center in N,the PPP project social capital X company case analysis,first based on the theory of risk identification related to identifying the potential risk factors,using literature analysis method and expert investigation method to identify seven of main risks,18 secondary risk factors,are collated into the project risk identification list eventually;Then it introduces the method of risk assessment and chooses the comprehensive evaluation method of ahp and CIM model to construct the risk assessment model of PPP project of culture and art center.Next,combined with the actual case of THE PPP project of N City Culture and Art Center,the feasibility and effectiveness of the portfolio risk assessment model of the project are verified.Finally,constructive risk countermeasures are given according to the conclusion of the case study. |
