Research On Risk Assessment Of Public Culture Service Infrastructure Project Under PPP Mode

With China’s economic development into a new decisive stage,the material living standards of the people of our country have been more fully satisfied,therefore,the people’s hunger for spiritual culture is also increasing with the development of the economy.However,due to the shortage of national finance,it is difficult to be responsible for the supply of relevant public cultural products and services only by fiscal expenditure.Therefore,the introduction of PPP mode into the cultural field is the result of the opportunity.However,PPP mode is a cooperative relationship of risk sharing and benefit sharing established between government departments and social capital.How to effectively avoid risks and maximize the interests of both sides is a problem that must be studied and solved after the application of PPP mode in public cultural service infrastructure projects.This paper evaluates the risk of PPP projects of public cultural service infrastructure,hoping to contribute to the risk assessment of similar projects in the future through this research.In this paper,the typical public cultural service infrastructure PPP projects in the PPP project library are reviewed,26 national demonstration projects with complete and representative information are sorted out,and 27 important risk factors are selected from them,and then based on public culture Service infrastructure is particularly characterized by unstable market demand and strong cultural expertise.Two indicators are added,market demand change risk and technology upgrade risk,and finally a risk evaluation index system unique to the PPP project of public cultural infrastructure service facilities is constructed.Through the entropy method,the weight value of each indicator in the risk evaluation index system is obtained.It is found that the unique risk of the project,the risk of changes in laws and regulations and other risk factors are particularly important to the results of the risk evaluation,and need to be taken seriously in the subsequent risk control.The multi-level fuzzy comprehensive evaluation method is used to construct an overall fuzzy comprehensive evaluation model,and the construction projects of Quxian Gymnasium and Qucheng Public Culture and Sports Center in Dazhou City,Sichuan Province are used for inspection and analysis.
