Research On Public Cultural Service Innovation Under The Background Of Technology Empowerment

The implementation of public cultural services is the main way to protect people’s cultural rights and interests and enhance their sense of cultural acquisition and satisfaction.Since the 18 th CPC National Congress,the CPC Central Committee has vigorously promoted the standardization and equalization of basic public cultural services,steadily promoted the construction of a modern public cultural service system,and made every effort to improve the level of public cultural services.At the same time,China’s public cultural service supply and demand mismatch,the relative lack of high-quality public cultural services,people’s diverse public cultural needs are difficult to meet and other problems still exist,public cultural service innovation is an inevitable requirement of the development of public cultural services.With the rapid development and wide application of information technology,it has become a new trend to promote public cultural service innovation by information technology.How to apply modern information technology in the field of public cultural service innovation,so that the public cultural service innovation out of the trend of The Times and with Chinese local characteristics,this is the main research problem of this paper.This paper takes "technology-public cultural service" as the logical thread,focuses on the connection between "information technology" and "public cultural service innovation",combines the typical practice cases of public cultural service innovation,through literature analysis,empirical research method and case analysis method,Based on the whole development process of "People’s Service Supermarket",a demonstration project of national public cultural service system,from scratch to existence and from existence to excellence,this paper tries to analyze the influencing factors of public cultural service innovation under the background of technology empowerment,and tries to put forward relevant policy enlightenment for local governments to accelerate the promotion of public cultural service innovation.Through research,this article is based on the localization of political potential energy theory and the theory of western frontier fu can put forward the corresponding analysis framework,believe that technology can assign under the background of the public cultural service innovation are forming a set of information iteration as the engine,the path unicom as the way to the main interaction as the gripper,political potential energy as the security of the new model.On this basis,it puts forward relevant policy implications for local governments,such as optimizing evaluation mechanism by technological iteration,establishing response mechanism by path connection,perfecting feedback mechanism by subject interaction,and perfecting input mechanism by political potential energy.Finally,the paper summarizes the two influences of this study on promoting the innovation and development of public cultural service.One is the formation of the "dual drive" public cultural service innovation mode of "information driven" and "authority driven".The other is that the formation of this new mode is flat.It objectively promotes the transformation of the main body of supply and demand of public cultural service from "government monopoly" to "multi-cooperation".Observing and analyzing the cases of public cultural service innovation under the background of technology empowerment will help the academic circle to expand the research in the field of public cultural service innovation and provide certain reference significance for accelerating the construction of modern public cultural service systems.
