spiritual construction in our country,around the central government and local governments are beginning to attach importance to the development of public cultural services,cultural services is relatively backward,especially in ethnic minority areas need to develop,And the development of public culture is also an important measure to promote the stability of minority areas.,in view of the government purchase services,based on the existing laws and regulations,the state issued the measures for the management of government purchase of public cultural services(provisional),against the government’s basic function in the field of public culture,work objectives and principles,purchase and undertake the main body,process and methods,supervision mechanism and so on has made a very detailed rules.At the same time,combining with the purchase of service performance,it has made the corresponding rules and instructions,the performance evaluation of government purchase services use public finance budget,shall be fully embody commonweal and nature of the service of the people’s livelihood,and public financial resources are limited,must through the performance evaluation to improve the use efficiency of public finance.Since then,government departments in many cities have implemented corresponding regulatory policies and documents based on the purchase of public services in their regions.In 2020,for example,tgo is combined with the government purchase of public cultural services introduced a specific guidelines,the regional government purchase of public cultural service explain the related content,at the same time,the emphasis on performance evaluation of government purchase of public cultural services,the overall optimization of product quality and service level,form a better effect of public service.Tongliao city is a typical ethnic minority area,and its purchase of ethnic minority public cultural services is characterized by focusing on the cultural needs of ethnic minorities.Based on this,this paper chooses Tongliao city to study the performance evaluation of government purchase of public cultural services.First of all,the relevant theories involved in the government’s purchase of public cultural services are elaborated,the existing literature is classified and studied,the specific situation of the governm ent’s purchase of public cultural services is explored,and the background and basic ideas of this paper are introduced.Secondly,it analyzes the characteristics,service subjects,service contents and people’s demands of government purchase of public cultural services in ethnic minority areas,and constructs a performance evaluation system of government purchase of public cultural services in ethnic minority areas from the perspectives of evaluation dimensions and ideas,construction principles,evaluation index system and participants.In tongliao city government purchase of public cultural path,the legal protection policy,cost,etc,on the basis of analysis,the tongliao city government purchase of public cultural service performance evaluation,based on the analytic hierarchy process(ahp)and fuzzy evaluation method to determine the final score,and ethnic minority areas the government to buy rose to analysis the deficiency of public cultural services.Finally,combined with the actual situation of ethnic minority areas,the path selection of government purchase of public cultural services is clarified.The research results show that:(1)the characteristics of government purchase of public cultural services in minority areas are mainly taking care of the cultural needs of ethnic minorities,being constrained by regional finance,respecting ethnic minority culture,and government purchase of public culture as a market supplement.Buy the service content of the main cultural and sports public products and communication services,the organization of public cultural and sports activities,good protection and inheritance of ethnic culture and folk art activities,public cultural and sports facilities operation and management,and free or low-cost services,public demands mainly requires the government in the process of buying public cultural services,We should pay attention to pertinence,ensure the quality and price of public cultural services,and ensure the publicity and fairness of public cultural services.(2)Starting from four dimensions of efficiency,service effect,efficiency and economy,this paper sets 12 performance appraisal indicators,and identifies three evaluation participants,namely,buyer,undertaking and consumer.The evaluation is carried out from four dimensions of efficiency,service effect,efficiency and economy.Finally,it is calculated that the comprehensive score of performance evaluation of Tongliao city in 2020 is 4.4461.From 2018 to 2020,the comprehensive score of performance evaluation of Tongliao government’s purchase of public cultural services has an upward trend,rising from 4.3209 in 2018 to 4.4462 in 2020.Therefore,in terms of the purchase of public cultural services by the local government,The service effect has been improved year by year and achieved good results.The deficiencies in the purchase of public cultural services by tongliao government include the lack of scientific cognition,the lack of top-level design,and the low service ability of grassroots organizations.The analysis and summary of tongliao municipal government’s purchase of public cultural services is of guiding significance to the purchase of public cultural services by governments of other ethnic minority areas,which have similar or identical situations.(3)in order to make minority areas better for the government to buy public cultural services,to optimize the performance evaluation of public cultural services,based on analysis of tongliao city is studied and optimized path includes input of finance for the effectiveness of public cultural services,the introduction of market-oriented service resources reduce the pressure of finance,establish and improve the supervision mechanism,etc. |
