In recent years,the state has successively promulgated policies and regulations on the government’s purchase of public cultural services from social forces to encourage social forces to participate.The Fourth Plenary Session of the 19 th Central Committee of the Party put forward clear requirements for cultural system reform,emphasizing the need to improve the performance of cultural enterprises.A social responsibility system,a sound mechanism for guiding the healthy development of new cultural formats,and a better promotion of government departments to perform public cultural functions.However,government departments have inadequate local policies and regulations in purchasing public cultural services;insufficient information input;irregular purchasing procedures;single purchasing methods.In addition,in carrying out performance evaluations,government departments are still the main evaluation subjects,and there are problems such as mere formality of performance evaluations and poor practical application of evaluation results.Therefore,it is necessary to conduct performance evaluations on the government’s purchase of public cultural services to better optimize buying behavior.With the promulgation of national policies,Tianjin Municipality has successively formulated guidelines on the government’s purchase of public cultural services,but there is a lack of implementation rules for performance evaluation.This article draws on the performance evaluation implementation rules of other provinces and cities,and refers to the academic community’s performance evaluation indicators.The designed research results are based on the actual situation of the A district government purchasing theatrical performances,and the performance evaluation model of this article is constructed from the three dimensions of input,process and output.The input dimension includes three secondary indicators of capital,manpower and information input,and the process dimension includes There are three secondary indicators of purchase standardization,system construction and work flow.The output dimension includes three secondary indicators of service efficiency,social equity and social benefits.Based on this model,four sets of evaluation index systems are set up for purchasers,third-party evaluation agencies,the public,and undertaking parties,using a combination of qualitative and quantitative research methods,conducting interviews with experts,and using analytic hierarchy process software to enter 12 experts The data is tested for consistency,and then the weighted geometric average method is selected to calculate the weight of each indicator.The questionnaires on the performance evaluation of the purchase of theatrical performances by the four evaluation subjects are compiled,and the questionnaires are distributed to the target subjects to purchase public cultural Research on service performance evaluation.The results of the government’s purchase of public cultural service performance evaluation subject weight data show that the purchaser’s weight is 0.4368,the public’s weight is 0.2356,the third-party appraisal agency’s weight is 0.1906,and the receiver’s weight is 0.1371.The four subjects have different weights.It proves that the design of the performance evaluation index system should take into account different subjects and give them a certain right to speak.Through the data analysis of the performance evaluation questionnaire for the purchase of theatrical performances by the Tianjin A district government,from the three dimensions of input,process,and output,optimization suggestions for the future Tianjin government to improve the performance of the purchase of public cultural services: Strengthen the input responsibilities of the purchaser and enhance the effectiveness of the undertaker’s input;control the rigorous process,the buyer must control the overall process,and the undertaker must pay attention to process construction;optimize output efficiency,increase publicity,and increase public awareness,Strengthen guidance,mobilize public participation,innovate management,and enhance public recognition.
