Research On The Purchase Of Public Cultural Services From Social Organizations By The Government Of G City

In recent years,with the rapid development of social economy and the continuous improvement of people’s living standards.The contradiction between people’s growing need for a better life and unbalanced and inadequate development has become the main contradiction in the new era of socialism with Chinese characteristics.The core of cultural construction is to meet the people’s spiritual needs.The current supply of public cultural services can not meet the people’s increasingly diverse and personalized cultural needs.However,the exploration of government purchasing public cultural services is still in the initial stage in China’s specific practice,and there are still some problems to be solved urgently.In the aspect of government,it mainly embodies in the small scale of purchase,the single content of purchase,the relevant laws and regulations,policies,mechanism and system construction of public cultural services,etc.In the aspect of social organization,it mainly embodies in self-development,low management level,lack of funds,inadequate capacity and service level.Not high.At present,most cities in our country have begun to implement the exploration of government purchasing public services,and have achieved initial results.Therefore,the study of government purchasing public cultural services has certain guiding significance for its sustainable and healthy development.As a relatively developed area in the Pearl River Delta region,G city is the first demonstration area of public cultural service system and the national demonstration area of standardization of public cultural service.Through a case study of the government’s purchase of Cultural Huimin Project,this paper summarizes the current situation of the government’s purchase of Cultural Huimin Projects,and explains the government’s purchase documents from it.The existing problems and causes of Cultural Huimin Project,and the corresponding improvement countermeasures have certain reference significance for other cities.By studying the literature review,research methods and contents related to the government’s purchase of public cultural services at home and abroad,combining with the analysis of the research background and significance of G city government’s purchase of public cultural services,this paper summarizes the basic situation of G city’s Cultural Huimin Project,including the purchase mode and content,operation process and investment funds.From five aspects,such as the main results,this paper summarizes and analyses the problems of G Municipal Government in purchasing cultural projects for the benefit of the people,such as small purchasing scale,single purchasing content,unclear purchasing criteria and irregular purchasing procedures.Through analysis,it concludes that the causes of the problems are imperfect legal provisions and cultural categories.This paper summarizes the experience of G Municipal Government in purchasing cultural projects for the benefit of the people,and puts forward corresponding suggestions on speeding up the transformation of ideas,strengthening the system construction,establishing a sound legal process for purchasing services,and establishing a strict evaluation and supervision system.
