Research On The Construction Of Urban Public Cultural Space

The report of the 19 th CPC National Congress pointed out: "socialism with Chinese characteristics has entered a new era,and China’s social contradictions have been transformed into the contradiction between the people’s growing needs for a better life and unbalanced and insufficient development".The changes of social contradictions in China have put forward many new requirements for the work of the party and the state,and public cultural services are also facing a new development situation.During the 14 th Five Year Plan period,we must be based on the basic national conditions of the primary stage of socialism,deeply understand the new characteristics,new requirements and new laws of public cultural services,grasp opportunities,meet challenges and promote the high-quality development of public cultural services.The construction of urban public cultural space is an important measure to improve the function of urban public cultural services and improve the efficiency of cultural services.In recent years,many cities in China have carried out the construction of urban public cultural space such as "urban study" in various forms,aiming to provide citizens with high-quality,balanced,convenient and efficient public cultural services to meet the cultural needs of urban residents.However,at present,the construction of urban public cultural space in China is still in the exploratory stage in absorbing the participation of social forces,innovating forms and expanding services,so some problems are inevitable.Based on this,it is imperative to deeply study the construction of urban public cultural space and put forward the path choice of urban public cultural space construction.Taking the new urban public cultural space of "urban study" in Z City as a case,this paper divides the construction of urban public cultural space into three aspects:the construction of cultural facilities,the construction of cultural services and the main body of coordination and participation.Based on this,this paper puts forward and analyzes the reasons for the problems existing in the construction of urban public cultural space,such as imperfect cultural facilities,lack of sustainability,formalized performance appraisal and weak awareness of citizens’ participation.Based on the new public service theory and principal-agent theory,this paper explores to solve the problems in the construction of urban public cultural space and help the construction of urban public cultural space to achieve new results by improving the standardization level,strengthening communication and coordination,introducing third-party evaluation and strengthening government guidance.The article is divided into six parts: the first part is the introduction,including research background and significance,literature review,research ideas and methods,innovation and shortcomings;The second part is related concepts and theoretical basis,including the definition and characteristics of urban public cultural space,the content,subject and responsibility of urban public cultural space construction,the definition and development process of urban study,as well as the new public service theory and principal-agent theory;The third part is the current situation of the construction of "urban study" in Z City,including the general situation of Z City,the general situation of "urban study" in Z City,and the main methods and achievements of the construction of "urban study" in Z City;The fourth part is the main problems and reasons existing in the construction of "urban study" in Z City;The fifth part is the path choice of urban public cultural space construction in China;Finally,the conclusion points out that the research on the construction of urban public cultural space in China needs to be further deepened.
