Research On The Supply Of Public Culture Service In Grass-roots Government

Due to the development of social economy and the improvement of people's living standards,residents have higher requirements on the provision of government public cultural services.Residents' satisfaction depends on the quantity and quality of government's public cultural service provision.The government is responsible for the supply of public cultural services.As a result,it also pays more and more attention to the provision of public cultural services in various regions.This is also what the current construction of service-oriented government should have.In China,despite the many achievements in the provision of public cultural services,there are still some problems.The government needs to improve its own level of public cultural service supply levels and capabilities to solve these problems.Among these issues,the supply of grassroots public cultural services is an important link,and the government should regard it as the focus and difficulty of all work.This requires the government to provide rich,high-quality public cultural services to the entire community and protect the cultural rights residents should enjoy.This is not only conducive to the improvement of the cultural quality of the entire community,the construction of a harmonious society,but also conducive to the enhancement of the country's cultural soft power.This article takes the Pingqiao District of Xinyang City as the research object,takes the public product theory and the new public service theory as the theoretical basis,and uses the literature data method,the questionnaire survey method,and the field investigation method as the analysis method,and aims to study the actual situation of the supply of public cultural services by Pingqiao District Government.Pingqiao District has continuously explored actively in cultural construction.The construction of public cultural service system has become a national demonstration area.The public cultural service facilities are networked,and vigorously carry out reading activities and various kinds of mass cultural activities to innovate the development of public cultural service provision.Basically,a district-township-village public cultural service system has been formed.Although the Pingqiao District Government has achieved a certain degree of effectiveness in the supply of public cultural services,there are also certain problems.Specifically,it is a single supply of public cultural services,inefficient supply of public cultural services,insufficient investment in public cultural services,and a contingent of public cultural service personnel.Based on specific issues,the countermeasures for improving Pingqiao District government's public cultural service provision capacity include the expansion of public cultural service providers,improvement of public cultural service supply and operation mechanisms,improvement of public cultural service funding mechanisms,and strengthening of public cultural service personnel.Through these measures,it is hoped that the construction of the three-level public cultural service system in Pingqiao District will be continuously improved,and the standardization of government public cultural service provision will be achieved.This will also provide certain reference for the construction of the public cultural service system in the same level.Therefore,the grass-roots government should adhere to the people-centered principle,based on public interests and democratic governance,innovate the supply methods and content of public cultural services,ensure the equality,diversity,and convenience of public cultural service provision,so that residents in different regions and in different statuses can enjoy public cultural products and services fairly to meet their cultural needs.
