In January 2020,COVID-19 epidemic spread across the country,and then spread to other countries as well,it has not been effectively controlled.During the period,under the wise leadership of the CPC Central Committee,the whole country’s medical staffs,regardless of personal safety.Based on the principle of“respect life and rescue the wounded”give fully play to the spirit of the doctors boundless love,they took the lead and worked hard to participate in the action of epidemic prevention and rescue of patients.Many medical staffs and disease control workers were infected,even gave their precious lives.The relationship between doctors and patients had reached an unprecedented level of harmony in our country.However,the relationship between the doctors and patients will not be so harmonious forever,and the conflict between doctors and patients will not end.With the development of our country,people pay more attention to their health situation,and constantly pursue higher quality medical and health services.Since the reform and opening up,our country has always attached great importance to the development of medical and health care.In response to the development of health care in different periods and various problems,a series of reform measures have been proposed,and the medical and health system reform has been carried out round after round.Therefore,the medical and health service ability has been constantly improved,and the diagnosis and treatment level,the medical environment also has been improved,that further enhance the people’s sense of gain,happiness and satisfaction in our country.At the same time,the mainly national health indicators,which are used to measure the economic and social development of a region,include “two reducing and one increasing” which is reducing maternal mortality,infant mortality and increasing life expectancy per capita,have been developing year by year,gradually narrowing the gap with developed countries.The state attaches great importance to the relationship between doctors and patients,and has successively issued laws and regulations such as The Regulations on Handling Medical Accidents,The Regulations on Prevention and Treatment of Medical Disputes,The Interim Measures for Technical Appraisal of Medical Accidents,The Management of Complaints of Medical Institutions,The Standard for Classification of Medical Accidents,and so on.The hospitals across the country have formulated emergency plans for preventing and handling doctor and patient conflict events in combination with the real situation.At the same time,the medical resources allocation imbalance,the development of medical and health care being imbalanced,the medical service ability being uneven,the overall quality of medical staff being different,the service attitude of individual medical staff being poor,the information between doctors and patients being not symmetrical,the lacking of trust between doctors and patients,and the negative impact of economic and social development,it has led to the endless and growing conflicts between doctors and patients.And it has a trend of becoming more and more intense,showing more and more obvious violence,stronger of organization and more and more harmful.There fore,the doctor-patient conflict event has become the focus of social attention,and it brings some hidden dangers to the stability of social situation.From the point of current medical conflicts situation in China,mainly include those problems,that are the imperfect system and mechanism,insufficient government financial input,lack of management,imperfect emergency mechanism of hospital,lack of communication closely between doctors and patients,lack of understanding of medical risks,weak legal concept,inaccurate media’s report impact on the health care industry.Xi gaze,as an important border city in China,it is very important to deal with the medical and patient conflict events to ensure the stability of the social situation on the frontier.Under the background of the common and multiple occurrence of doctor and patient conflicts in China,this paper takes Xi gaze city of Tibet as the research object,and comprehensive uses the questionnaire survey,case study and comparison methods,and based on social conflict theory,negotiation theory,information asymmetry theory and public health service theory,through collecting relevant literature and data.The author defines and clarify the concept that conflicts and disputes between doctors and patients.And also analyzes the current situation and characteristics of the doctor and patient conflicts in Xi gaze,Tibet,and finds out the problems such as imperfect system and mechanism,insufficient government financial input,lack of management,imperfect emergency mechanism of hospital,lack of close communication between doctors and patients,lack of understanding of medical risks,weak legal concept,inaccurate media’s report impact on the health care industry.From four aspects: government,hospitals,patients and the media,with multi-angles,all-round,systematic analysis of the cause of problems.We refer to the practice and experience that effective defuse doctor-patient conflicts in other regions,from strengthening the government guarantee,optimize the environment of hospital medical treatment,improve the patients’ own quality,media play a positive role,puts forward the suggestions to ensure effective prevention and effective resolving Xi gaze doctor-patient conflict events,reduce incidence of doctor-patient conflicts,to make positive contributions to building a harmonious happy beautiful Xi gaze.
