In recent years,the doctor-patient relationship has been tense,and doctor-patient conflicts have become prominent,the medical industry has not achieved satisfactory results after many reforms of the government.The healthy development of the medical industry is related to people's livelihood.The doctor-patient problem is not only a problem between doctors and patients,but also a hot issue of general concern to the whole society.In the social governance pattern of building,co-goveming and sharing in China,the government plays the role of the ruling of the meta-governance.For the current governance of doctor-patient conflicts in China,only by firstly making a good macro-overall arrangement of government governance coordinating with the members of the whole society to complete the government's top-level design governance route,we can essentially balance the multi-faceted and multi-level conflicts of interests involved in the doctor-patient conflicts,and ensure the stable development of medical and health undertakings.Therefore,this paper along the lines of asking questions,analyzing problems and solving problems to carry on the Government governance reseach of doctor-patient conflicts.Firstly,this paper defines the concept of doctor-patient conflict,and analyzes the theoretical basis of government governance of doctor-patient conflict by referring to the public product theory,market failure theory,principal-agent theory and meta-governance theory in the new era of "healthy China" strategy.Secondly,it explores the performance,characteristics and harms of doctor-patient conflicts in China at present.It points out that the current situation of doctors and patients in China is faced with the complexity and diversity of doctor-patient conflicts,including the conflict between the patient's medical rehabilitation expectation and the medical reality level,and the patient's demand for medical care.The conflict between the public welfare and the marketization of medical institutions' survival and operation,the conflict between patients' low economic affordability and high medical expenses,the high demand of patients purchasing medical services and the unsatisfactory medical environment,and the imbalance between doctors and patients' rights and obligations Conflict.Third,analyze and explore the causes of the doctor-patient conflicts in China from the perspectives of government,doctors,patients and society.The government's insufficient investment in medical and health resources,unreasonable allocation,imperfect construction of medical security system and imperfect medical dispute handling mechanism are the institutional factors causing frequent doctor-patient conflicts in China.The typical problems of hospitals are that the public welfare of doctors is weakened,the professional ethics of doctors is declined,and the appeal channels of hospitals are not smooth.Patients' dissatisfaction with the high cost of medical treatment and low sense of gain,and their pursuit of economic interests are the internal drivers of the outbreak of doctor-patient conflicts.The deviation of social public opinion and the incitement of individual groups in society with unhealthy mentality have contributed to the antagonism between doctors and patients.Finally,explore the government governance measures of doctor-patient conflicts in our country,inspired by the successful experience of American,British and Japanese governments in managing doctor-patient conflicts,under the enlightenment of adhere to medical public welfare,both of the basic principles of fairness and efficiency,from deepening the reform of medical system,perfecting the legal system construction and promote cultural construction three aspects proposed the concrete countermeasures of doctor-patient conflicts in government governance.We will deepen the reform of the medical system by reforming the medical service supply system,improving the medical security system,and advancing the reform of salary system and service price in public hospitals.To perfect the legal system construction,we should improve the medical law,establish diversified medical dispute resolution mechanism,and create legal guarantee measures for medical staffs professional environment.To promote the cultural construction,we should strengthen the education of medical science popularization,strengthen the construction of doctors' professional ethics and give full play to the positive guiding role of the media.
