Research On The Current Situation And Countermeasures Of Key Fishing Port Construction In Dalia

The fishery industry consists of many foundations,which contribute to the industrial economy of fishery and lead the development of society.Its development mainly depends on the fishing port.Dalian makes full use of its natural endowment and fishery resource advantages surrounded by the sea on three sides,further explores the primary,secondary and tertiary fishery industries,turns resource advantages into development advantages,promotes the integration and upgrading of fishery industry projects,and continuously expands the industrial chain,which is crucial to the formation of a fully functional fishery and agricultural complex.Since 2000,Dalian fishing port construction has stepped into an unprecedented fast track of development.Dalian fishing port construction has made remarkable achievements,the infrastructure construction of fishing port is further strengthened,the ability of disaster prevention and reduction of fishing port is constantly improved,the construction of supporting facilities is also gradually improved,the service function of fishing port is further expanded,and the safety of fishermen’s life and property is basically guaranteed.However,the resources of fishing ports are gradually decreasing,there are more fishing boats,the infrastructure of fishing ports is weak,the overall layout of fishing ports is unbalanced,the construction level of fishing ports is low,the number of key fishing ports is relatively small,and local governments do not pay high attention to the construction of fishing ports,which seriously restricts the diversified development of fishing ports.Therefore,the research on the construction of fishing port is the requirement of the safe production of fishery and the safety of fishing boats & fishermen,as well as the need of balancing the layout of fishing port and improving the function guarantee status of fishing port.The main objective of this article is to study the construction status and development countermeasures of key fishing ports in Dalian.By means of literature summary,questionnaire survey,field visit and other forms,conduct interview and investigation of different levels on the coastal counties and key fishing ports in Dalian,analysis Dalian fishing port construction and fishery development status in depth,discover and excavate the weaknesses and difficulties in development.This article is composed of six parts.According to the convention,the first part preface introduces the national,provincial and municipal fishing port research background,the purpose and significance of the article research,as well as domestic and foreign research status,summary and methods.The second part is the theoretical basis of Dalian fishing port,which explains the fishing port,central fishing port,first class fishing port,second class fishing port,third class fishing port,other fishing ports and natural bay shelter anchorage,fishing port construction,sustainable development,ecological development,industrial development,regional development and fishing port management in this article.The third part is Dalian fishing port status investigation.By designing and issuing questionnaires such as the Census Form of Dalian Key Fishing Ports,visit some key fishing ports and communicate with staff of fishery and fishing port management departments,industry insiders,fishing port owners,operators or main staff in the fishery field.Taking nearly 200 fishing ports in Dalian as the research object,through questionnaire,survey,interview and field investigation,investigate the fishing port construction status in Dalian.Conclude the fishing ports from 2000 to present,and summarize the development situation of the existing fishing ports.The fourth part is investigation of the construction status of Dalian key fishing ports,which concludes and analyze the fishing ports constructed since 2000,summarize the construction and development situation of fishing port.The fifth part analyzes the problems of Dalian fishing port construction,puts forward the existing problems in the construction of fishing port,analyzes the existing problems and reasons,and combines the current situation of fishery industry and fishing port to analyze,puts forward the important connection between the fishing port construction and the fishery development.The sixth part is the construction countermeasures for Dalian fishing port.It discusses the advanced experience and the construction and development mode of fishing ports in other regions,combines with the reality of Dalian,promotes the construction and development of fishing ports in the form of industrial integration,puts forward countermeasures and suggestions such as local policies,innovative modes and accurate layout.
