Research On Evaluation And Improvement Path Of Chinese Offshore Fisheries Competitiveness

Pelagic fishery is an important part of the fishery sector.It not only satisfies our need for food,but also helps us get jobs and makes a great contribution to society.Competitiveness is the core manifestation of the development of deep-sea fisheries.Improving the competitiveness of deep-sea fisheries can not only effectively promoting the development of the fishery economy has also strengthened the protection of our country’s maritime rights and interests,and enhanced our country’s international status.Internally,it can ease the pressure of offshore fishing,and externally can defend my country’s sea rights.This paper first sorts out the development history of deep-sea fisheries,then modifies the diamond model to analyze the factors affecting the competitiveness of deep-sea fisheries,and then constructs an evaluation index system for the competitiveness of deep-sea fisheries from a holistic perspective,conducts empirical analysis,and calculates the main competitiveness of major deep-sea fisheries,And finally put forward the relevant path selection.First of all,the article analyzes the status quo of deep-sea fisheries through combing the overall development history of deep-sea fisheries,and preliminarily outlines the current development of domestic deep-sea fisheries.Secondly,using the modified diamond model analysis method,based on Michael Porter’s "diamond model",the four major elements,as the theoretical basis,the government elements are changed from exogenous variables to endogenous variables,through production factors,market demand,and correlations.Four aspects including industry,government,and opportunities analyze the competitiveness of China’s offshore fisheries,and make an objective assessment of the advantages and disadvantages of the competitiveness of offshore fisheries from a comprehensive and systematic perspective,and propose relevant countermeasures Suggest.Thirdly,from the perspective of the overall ocean fishery industry,taking China’s 11 main coastal provinces as examples,based on the data from 2015 to 2019,using the diamond model as the basic theory,further summarizing,from the basic support strength,scientific and technological strength,and what can be produced Three aspects such as the strength of economic benefits for more accurate construction indicator systems,The competitiveness of offshore fisheries is measured by the entropy method in the main provinces of deep-sea fisheries and to sort and cluster them.The results show that: First,from the perspective of the comprehensive competitiveness of deep-sea fisheries,the top four provinces are Guangdong,Fujian,Shandong and Zhejiang,and the bottom four provinces are Hebei,Shanghai,Tianjin and Beijing;2.Judging from the changes in the ranking of the comprehensive competitiveness of deep-sea fisheries,Shandong Province has changed from fourth in 2018 to third in 2019,and Zhejiang Province has changed from third in2018 to fourth in 2019,The rankings of other provinces in 2015-2019 remain basically unchanged.Third,from the perspective of the factor-level weight results,the basic support strength has always been ranked first,indicating that the basic support strength is the most important factor affecting the competitiveness of offshore fisheries.Then,through the research on the development path of deep-sea fishery,we put forward the path choice suitable for the future development of deep-sea fishery.Finally,based on the above research conclusions,the following countermeasures and suggestions are put forward: First,in different provinces,we should adapt measures to local conditions,use their own strengths,give play to the different advantages of different regions,make overall plans,and move forward steadily.Second,in terms of basic support strength,the construction of infrastructure should be strengthened,such as the technical equipment level of ocean fishing vessels,the construction of fishing ports,the construction of ocean fishing bases,and the training of relevant talents.Third,in the deep-sea fishery industry system,increase capital investment in the development of deep-sea fishery,Coordinate the development of the second industry chain and the third industry chain.Fourth,in terms of related enterprises,strengthen the development of offshore fishery enterprises,Make production efficiency higher and resource allocation more reasonable.and ultimately enhance their competitiveness.Fifth,on the government side,the government should strengthen the perfection of the offshore fishery legal system,increase support for offshore fisheries,and train more relevant talents.
