Abstract/Summary:
With the rapid development of the urbanization process,the countryside surrounding the city has been incorporated into the urban planning area into urban villages,and a large number of self-built houses which belong to rural areas have become urban self-built houses.Due to the lack of formal design and approval in the construction of these urban self-built houses,the selection of construction teams without qualifications,the procurement of construction materials without supervision,and the unauthorized change of use and arbitrary reconstruction and expansion in the subsequent use,the safety accidents of urban self-built houses occurred frequently,which brought great economic losses to the country,the society and the people,and wasted a lot of social resources.And seriously affected the people’s life and property safety and family happiness.From the status quo of safety management,safety management responsibilities and other aspects of the current urban self-construction house safety management problems and causes of analysis,and based on the construction party,the user,the construction party,the government in the urban self-construction house construction and applicable phase of the responsibility analysis,targeted countermeasures and suggestions to solve the problem of urban self-construction house safety management.Finally,in combination with the Ministry of Housing and Urban-Rural Development’s "Technical Points for the Safety Inspection of Self-built Housing Structure(Interim)" and other documents,four first-level indexes,including foundation stability,superstructure,safe use of urban self-built houses and personnel quality,are selected,and fourteen second-level indexes,including foundation deformation,structure type,structure durability,service life,reconstruction and expansion,are selected.By using entropy method and fuzzy comprehensive evaluation method,this paper constructs a safety evaluation model suitable for urban self-built houses,which is conducive to improving the accuracy and efficiency of security investigation and evaluation of urban self-built houses,and provides references for realizing the safety management of the whole life cycle of urban self-built houses.
