Building safety is a key point covers a wide range and offen a problem occurs with heavy losses. these incidents seriously jeopardize the safety of people’s lives and property. As we all know, using safely and properly of building is necessary, while the fact is that Heavy construction,light management is offen seen. Therefore, researching on the China’s situation of building using and maintenance and exploring a suitable model of the management for building have a significant meaning.This paper summarized the situation of using safety management of building in china from aspects names Laws and regulations, Institutional settings and so on,analyzed the problems in it. Then we learned the advanced experience of development country and district and Scholars. In the assessment of the safety performance of buildings, this paper sets up an index system with fourteen indexes comsidering four aspect and applies the fuzzy evaluation method based on rough set and entropy to the assessment. The outcome showes that the accuracy of assessment is acceptable.This paper also defines the duty and the right of stakeholders in different stages based on life cycle of building maintenance, and analyzes the safety responsibility of builders, holders, managers, testers and the government. Then it sets up a building maintenance and management system with three dimension including entity dimension, institution dimension and technology dimensinal, and analyzes the necessity and principle of setting up the system. At last, it showes the specific content of the management system from six aspects including prohibition, notification, qualification management, incentive, emergency management and public service.
