Ruijin City Red Famous Village Construction Government Performed Its Duties Optimization Countermeasure Research

New China was forged with the blood and lives of countless revolutionary martyrs.General Secretary Xi Jinping pointed out that we must not forget the revolutionary martyrs,we must not forget the people in the old areas,we must build the old revolutionary areas better,make good use of red resources,carry forward red traditions,and pass on red genes.With the implementation of the rural revitalization strategy,villages with rich red cultural resources have become the focus of revitalization and development.In order to implement the spirit of General Secretary Xi Jinping’s important instructions,in 2020,the Organization Department of the Central Committee and the Ministry of Finance jointly proposed to carry out the pilot of red beautiful villages in about 1,000 red villages across the country,which was completed in three years,igniting a pilot boom in the construction of red villages in full swing in various places.According to the deployment,Ruijin vigorously carried out the activities of creating red famous villages,created a number of red famous villages,and achieved remarkable results.However,the construction level of Ruijin Red Village is still in the initial stage,and there are still many problems,which require the government to improve the performance of relevant functions and improve the level of construction.Using the theory of market failure and the theory of service-oriented government,after reviewing a large number of rural construction materials and red village construction cases,this paper believes that the government should perform the planning and design function,training and education function,policy support function,correct guidance function,supervision and management function in the construction of red famous village,and finds that the Ruijin government has problems such as low planning position,slow development of red training and education,imperfect supporting policies,insufficient guiding role,and imperfect normalized supervision mechanism in the performance of corresponding functions.It has affected the high-quality development of Ruijin Red Village.Then,drawing on the advanced experience of governments in other places in China in building red famous villages,he proposed optimization countermeasures,and believed that Ruijin should improve the level of planning in the subsequent construction of red famous villages,take the system concept as the guide,focus on the development of red training industry,improve policy support,play a correct guiding role,improve the supervision and management system,and form a closed-loop government performance systemThis paper aims to explore the way of integrating red resources into rural construction,provide feasible strategies from the perspective of government functions,provide reference opinions for the construction of Ruijin red famous villages,and also provide decision-making reference for the construction of red famous villages in other old revolutionary areas.
