Research On Government Behavior In Constructing Rural Culture Of Guangxi From The Perspective Of Rural Revitalization

In recent years,Guangxi’s economy has developed a lot and its economic strength has reached a new level.During the "Thirteenth Five-Year Plan" period,the GDP of Guangxi exceeded to 2 trillion yuan,and the per capita disposable income of urban residents and rural residents also increased to varying degrees.The tasks of poverty alleviation and difficulties tackling were completed on schedule,and the living standards of people in rural areas also improved significantly.However,compared with the improvement of economy,the development of rural spiritual culture lags behind obviously,and the excellent rural traditional culture is slowly disappearing.The development of rural culture cannot keep up with the rapid pace of economic development and cannot meet the spiritual and cultural needs of rural people.As the main provider of public cultural services,the grass-roots government is the most important subject of rural cultural construction,so the development of rural culture can not be separated from the government’s role.However,how to behave and what extent the government plays its role will have an important impact on the development of a field,so the way and degree of the government’s role in rural cultural construction will inevitably have a significant impact on the development of rural culture.Rural revitalization is a huge background of current rural work in China,and it is an important topic that can’t be ignored in the exploration of current rural work theory and practice.This research is based on Government Behavior Theory and New Public Service Theory.In the research,the author comprehensively uses research methods such as literature analysis,field research,case studyto analyze the role of government in rural cultural construction,to analyze the situation and existing problems of government behavior in rural cultural construction.The research intends to explore universal countermeasures to optimize government behavior.The article contains six parts,including Introduction,Theoretical Basis,Government Behavior,Problems and Reasons of Government Behavior,Advanced Cases at Home and Abroad,Countermeasures and Suggestions.The first part Introduction is about the background and significance of the research,as well as literature review and comment about recent research.The second part discusses theoretical basis,also defines the core concept.The third part is the situation of government behavior in the rural cultural construction of D town,and the role and effect of government behavior in the rural cultural construction of D town.The fourth part is the analysis of the problems and reasons of government behavior in the construction of rural culture in D town;The fifth part mainly analyzes and draws lessons from the experience of rural cultural construction in advanced cases at home and abroad;Finally,in the last part the author puts forward some countermeasures and suggestions to optimize the government behavior in rural cultural construction in Guangxi from six aspects: scientifically formulating the development plan of rural cultural construction,promoting the inheritance and innovation of rural cultural resources,forming a multi-financing input mechanism for rural cultural construction,enhancing farmers’ recognition of rural culture and cultivating talents,strengthening the supervision and management of rural cultural market,perfecting the linkage mechanism between rural cultural construction and development,and giving full play to the government’s leading,guiding,coordinating,guiding,supervising and leading role.
