A Study On New Village Talents And Rural Cultural Governance Under The Background Of Rural Revitalization

To achieve comprehensive rural revitalization,rural social order stability is the premise.Effective rural governance is the key to the stability of rural society,and the new villagers play an important role in rural governance.Our country has a long history of traditional culture follow villager is has a unique advantage for rural cultural governance,follow villager has rich experience in the governance of rural culture,will follow villager traditional culture with new times connotation,let new follow villager self play a leading role and example,optimize rural cultural governance,promote rural prosperity,good practical solutions to these problems.Through the investigation of the case Nanjie Village,this thesis takes the new villagers as the starting point,and uses the villagers’ culture theory and the rural culture governance theory.The villagers,village cadres,new villagers and relevant personnel of government departments in Nanjie Village were selected as the survey objects,and the method of questionnaire survey and household interview was adopted.Of Nanjie natural geographical and cultural history,new follow villager groups,the new characteristics follow villager groups,new follow villager identification methods,currently Nanjie village culture management tasks,the new follow villager participate in the current situation of rural cultural governance,forms and means,results and problems existing in the practice process and the corresponding solution strategy combing inductive,found the problem,To sum up the experience,this thesis puts forward the theory of new villagers’ participation in village cultural governance and provides reference for the new villagers’ participation in village cultural governance in other areas of China.Through the study found that new follow villager participate in Nanjie village culture governance is through spontaneously formed in which non-governmental organizations and leadership positions in the form of implementation,they mainly play a leading role for the construction of ethics in the country,rural culture activities and daily activities of the organization and coordination,timely popularization of the party’s new theory and new policy,the action of inherit and carry forward the traditional culture.The existing problems mainly include insufficient self-construction and uneven ideological level of the new villagers;The villagers did not know enough about the culture of the new villagers,their sense of identity was low,and their participation in the cultural activities organized by the new villagers was low.Rural cultural brain drain,serious hollowing;The supporting facilities related to cultural construction are not perfect.In view of the existing problems,the corresponding countermeasures are mainly given from the following five aspects: the new villagers to strengthen their own construction;Government departments and towns should increase the publicity of the new culture of villagers to improve the enthusiasm of participation;Perfecting the system construction of new village sages participating in rural cultural governance;Formulate relevant policies to attract new local cultural talents back to their hometown;Increase the investment of funds and improve the supporting facilities for the construction of new villager culture.
