The Outline of the National Innovation Driven Development Strategy proposes to "integrate innovation resources across regions,enhance the scientific and technological innovation capabilities of national strategic regions such as the Beijing Tianjin Hebei and Yangtze River Economic Belt".The report of the 20 th National Congress once again emphasizes that "innovation is the first driving force".With the continuous promotion of the innovation driven development strategy and the coordinated development strategy of Beijing Tianjin Hebei,implementing the innovation driven development strategy has increasingly become a new mission for the development of urban agglomerations.The Beijing Tianjin Hebei urban agglomeration has implemented a series of effective measures at the level of urban agglomeration,with innovation entities continuously developing and strengthening,and the innovation environment continuously being optimized.However,there is also a problem of disharmony between innovation entities and innovation environment,manifested in the following two aspects: firstly,while the innovation entities of the Beijing Tianjin Hebei urban agglomeration are developing and strengthening,there are still differences in the development of innovation entities within the urban agglomeration.Secondly,under similar conditions such as location and resource endowments,cities are unable to effectively cooperate with innovation entities and innovation environments.Therefore,this article focuses on the issue of innovative development in the Beijing Tianjin Hebei urban agglomeration,explores the coupling and coordination relationship between the innovation subjects and the innovation environment of the Beijing Tianjin Hebei urban agglomeration,and strengthens the guidance for the coupling and coordination role of the two.This has important theoretical and practical significance for narrowing innovation differences within the Beijing Tianjin Hebei urban agglomeration.This article summarizes the relevant theories and research on the innovation subject,innovation environment,and their relationship,and constructs an evaluation index system for the innovation subject and innovation environment.The grey correlation degree model,CRITIC-TOPSIS comprehensive evaluation model,coupled coordination degree model,and obstacle factor evaluation model were used to analyze the coupling and coordinated development of innovation subjects and innovation environment in the Beijing Tianjin Hebei urban agglomeration.The results showed that:(1)There is strong correlation and high coupling effect between innovation subjects and innovation environment indicators,indicator layers and the system as a whole,and criterion layers and the system as a whole.(2)From2015 to 2020,the comprehensive evaluation scores of innovation entities and innovation environments in the Beijing Tianjin Hebei urban agglomeration showed an overall trend of positive development,but there was a significant gap among different cities.(3)In terms of time evolution,the differences in coupling and coordinated scheduling of the Beijing Tianjin Hebei urban agglomeration have been continuously narrowing and improving,gradually moving towards high-level coupling and coordinated development.The coupling coordination degree of most cities shows an upward trend,and the coupling coordination degree is shifting towards good.The relative development status of innovation subjects and innovation environment shows a "pyramid" trend,and most cities are ahead of the innovation environment as innovation subjects.(4)In terms of spatial evolution,the mean value of the coupled coordinated dispatch of the Beijing Tianjin Hebei urban agglomeration shows a "inverted U-shaped" distribution trend,which is "decreasing from the central to the east-west and north-south sides".The distribution trend over the years gradually evolves from "inverted U-shaped" to "straight shaped",and the phenomenon of the north being higher than the south and the west being higher than the east gradually weakens.The short axis of the standard deviation ellipse in the "northwest southeast" direction plays a pulling role in enhancing the coupling and coordinated dispatch of urban agglomerations.Although it is generally distributed in the "northeast southwest" direction,its directionality has weakened,and the concentration level continues to decrease,making the coupling and coordinated development more balanced.(5)In the standard layer,the enterprise entity has the greatest impact on the development of innovation entities,followed by research and development institutions,infrastructure environment has the greatest impact on the development of innovation environment,and economic development environment takes the second place.The number of industrial high-tech enterprises and new product development projects above the designated size in the indicator layer play a significant role in hindering the development of innovative entities,while postal revenue,telecommunications revenue,and the actual amount of foreign investment used that year play a significant role in hindering the development of innovative environments.
