Climate deterioration and lack of resources make the imbalance between economic development and environmental protection become the main dilemma for each region to achieve high-quality economic development.Developing green economy has become an inevitable way to solve this problem,and stimulating green technology innovation with moderate environmental regulation has become an important means.In reality,due to the complex relationship between environmental regulation and green technology innovation,and the differences in administrative capacity of government at different levels,the implementation of this strategy has been faced with many difficulties,and has become a hot spot of increasing concern in the academic community.Based on provincial and prefecture-level administrative units,this paper discusses the spatial and temporal pattern of coupling and coordination between environmental regulation and green technology innovation at the two levels of administrative units,and studies the main factors affecting the coupling and coordination development of environmental regulation and green technology innovation.It is expected that the research results can provide scientific basis for governments at all levels to formulate policies related to dual carbon strategy.Based on porter hypothesis,regulation capture and innovation geography,this paper takes provincial and prefecture-level administrative units as samples and uses Python to extract 1400239 green patent application data,technological innovation input,pollutant emission and other relevant data from 2007 to 2018.Combing environmental regulation and green technology innovation and the related research results,the interactive relation between environmental regulation and green technology innovation coupling coordination as the goal,using spatial analysis method,based on the comprehensive development index,the provincial and local administrative unit,environmental regulation and development of green technology innovation comprehensive index,the characteristics of space and time,Combined with the coupling coordination degree model,panel regression model and sectional regression model,the spatial and temporal evolution law of the coupling and coordinated development of the two levels of government is described and analyzed,and the relevant factors affecting the coordinated development of the two levels of government are explored.Accordingly,relevant policy suggestions are put forward for the two types of governments,in order to provide decision-making basis for promoting green development under the dual carbon strategy of cities and regions in China.In this paper,we find that :(1)in terms of the spatial and temporal pattern of the comprehensive development index of environmental regulation and green technology innovation,in the provincial administrative units,both of them show an inverted "V" shape development trend.From the low level balanced development pattern in the early stage,green technology innovation lags behind the development of environmental regulation;Among prefecture-level administrative units,the cities whose comprehensive index of environmental regulation is higher than that of green technology innovation are mainly distributed in central,western and northeast China,while the cities whose comprehensive index of green technology innovation is higher than that of green technology innovation are mainly distributed in eastern coastal areas.(2)The spatial and temporal pattern of the coupling coordination level between environmental regulation and green technology innovation: at the level of provincial administrative units,the "T" shaped region with "Sichuan-Shanghai" as the horizontal axis and "Shandong-Shanghai-Guangdong" as the vertical axis gradually forms the high coupling coordination degree region;In prefecture-level administrative units,Hangzhou and Guangzhou become two coupling coordination degree heights,while the coupling coordination degree of environmental regulation and green technology innovation is developing at a fast speed in the east of The "ordos – Nanning" line.(3)the influence factors and degree of coupling coordination degree,from the point of impact,the level of economic development in provincial administrative unit is bigger than the positive influence to the role of regional administrative unit,the rest of the explanatory variables on environmental regulation and the coupling coordination degree,green technology innovation’s influence on the regional administrative unit is stronger than the provincial level.From the significance level,human capital,economic level,degree of openness,industrial structure and green space area have a significant positive impact on the coupling and coordinated development of environmental regulation and green technology innovation in the two administrative units,while urbanization rate significantly inhibits the coupling and coordinated development of regional environmental regulation and green technology innovation.Finally,based on the empirical conclusions,this paper puts forward relevant policy suggestions on how to coordinate environmental regulation and green technology innovation strategies for provincial and prefecture-level administrative units respectively. |
