Research On The Governance Optimization Of Public Health Emergencies Under The Perspective Of Collaborative Governance

With the development of globalization,public health emergencies are no longer subject to geographical restrictions.Once they occur,they will have a huge impact on the world and even threaten human life and health.In particular,the COVID-19,the closest to us,is a major public health emergency with the widest coverage,the largest number of infections and the most serious losses.The governance of public health emergencies has been deeply studied in different fields.However,there are still some problems in the governance of public health emergencies from the perspective of collaboration,such as weak collaboration mechanism between collaboration subjects,imperfect collaboration information system,and lack of security of collaboration resources.With the transformation of government functions,it is necessary to strengthen the coordination and cooperation between the government,enterprises,social organizations and other multiple subjects in the governance of public health emergencies,so the importance of collaborative governance is more highlighted.This paper is divided into six chapters.Based on the concept and characteristics of public health emergencies,the coordination theory and governance theory,the literature analysis,case analysis,and semi-structured interviews are used to conduct in-depth research on the governance of COVID-19 in Z District.At the same time,it is found that Z District has certain problems at different stages of epidemic control.Through the governance work at each stage,it is concluded that the problems are basically caused by the three perspectives of collaborative subject,collaborative information and collaborative materials.Specifically,based on the collaboration subjects,there is a lack of cooperation awareness among collaboration subjects,and there are quality differences among collaboration subjects;Based on the collaborative information,the collaborative information system is not perfect,the information platform construction is not perfect,the feedback mechanism is not smooth,and the regulatory system for public opinion supervision has not yet formed;In terms of collaborative materials,the management personnel are lack of professionalism,the reserve of funds is insufficient,and the material allocation is not perfect.To provide countermeasures and experience for optimizing public health emergencies in response to the problems and causes of COVID-19 in Z District.Specifically,the following countermeasures are proposed from three dimensions:unifying the consensus of the objectives of the cooperative subjects,improving the professional quality of the cooperative subjects,establishing the cooperative information sharing mechanism,building an effective channel for cooperative information communication,strengthening public opinion governance,reasonably allocating human resources,improving the security of capital reserves,optimizing the security of cooperative materials,etc.This paper hopes to provide useful reference for optimizing the governance of public health emergencies in the future through in-depth research on the governance of the COVID-19 epidemic.
