With the acceleration of globalization,the frequency and impact of public health emergencies are increasing.How to effectively coordinate the forces of the government,social organizations,and the public to form a joint force to respond to public health emergencies has become a major issue before us."Three Societies Linkage",with communities as a platform,social organizations as carriers,and social work professionals as support,is an innovation and breakthrough implemented in grassroots social governance,providing an important force for grassroots communities to respond to public health emergencies and coordinate community stability and development.Taking the R community in Beijing as an example,based on the theory of collaborative governance,this article focuses on analyzing the effectiveness and existing difficulties of the "three social groups" intervention in sudden public health events in the R community,and then proposes a targeted collaborative optimization path for the "three social groups" intervention in sudden public health events.First of all,this article introduces the connotation and practice of the "Three Societies Linkage" model,defines the concepts of community governance,three societies linkage,public health emergencies,and collaborative governance theory,analyzes their inherent compatibility,and constructs an analytical framework for "Three Societies Linkage" to intervene in collaborative governance of public health emergencies.Secondly,through participatory observation,the current situation and governance effectiveness of the "three social groups" intervention in public health emergencies in Beijing R community were analyzed.The study found that although the R community in Beijing has achieved some success in weaving the structural density of "three cooperative linkage",improving the value temperature,and standardizing the power limits of multiple subjects,there are still some difficulties,which are manifested in insufficient resource endowments,strong government offside,blurred boundaries between power and responsibility,and poor communication.The main reasons for the dilemma of "Three Societies Linkage" in intervening in public health emergencies are as follows: firstly,insufficient social capital induces emergency vacancy,secondly,internal conflict of interest leads to trust crisis,and thirdly,subjective bounded rationality affects the linkage effectiveness.Finally,on the basis of referring to the experience of "three social organizations" intervening in public health emergencies in domestic cities,combined with the SFIC model of collaborative governance theory,"starting conditions-catalytic leadership-system design-collaborative process",this paper proposes a collaborative optimization path for "three social organizations" intervening in public health emergencies,with a view to effectively improving the governance effectiveness of "three social organizations" intervening in public health emergencies.To sum up,the "Three Cooperatives Linkage" model in Beijing has a positive role and important significance in responding to public health emergencies,and its experience and practices have reference and promotion value for responding to public health emergencies in other regions. |
