Research On The Difficulties And Countermeasures Of Rural Medical And Health Talent Team Construction In Pengzhou City

Medical care plays a crucial role in rural areas and is an indispensable component of rural society.Especially during the epidemic period of COVID-19 in recent years,rural areas are important areas for epidemic prevention and control,and rural health care is particularly important.Vigorously developing rural medical care is an inevitable requirement for implementing the strategy of rural revitalization in the new era,a major measure to promote rural economic and social development,and a fundamental livelihood project that is extremely needed by the people.China has always attached great importance to the construction of rural medical and health systems.The report of the 19 th National Congress of the Communist Party of China identified "strengthening the construction of grassroots medical and health service systems" as an important component of the implementation of the Healthy China strategy;The 2022 National Health Work Conference pointed out that "focusing on grassroots,promoting the healthy development of rural medical and health systems" and "promoting the construction of rural medical talent teams".China has taken a series of measures to improve infrastructure conditions,personnel team construction,and institutional operation mechanisms,continuously improving rural medical and health service capabilities,and continuously improving the health level of rural residents.However,the unbalanced and inadequate development of the rural medical and health system is still prominent,especially after the liberalization of the epidemic situation,the implementation of the COVID-19 "B Class B Management",and the "gateway forward" of epidemic prevention,rural medical institutions have assumed more responsibility for the prevention and reduction of severe diseases,facing huge challenges,and the contradiction of weak rural medical resources is prominent.The construction of rural medical and health teams,as a key and difficult point in promoting the rural medical and health service system,can not only improve the trust and satisfaction of rural residents towards the medical and health system,but also promote the long-term stable development of rural medical and health system construction.This article takes Pengzhou City,Chengdu City as an example to analyze the problems in the construction of rural medical and health teams through data analysis,questionnaire surveys,interviews,and other methods.It is found that the rural medical and health team has problems such as limited personal development,poor treatment and welfare,limited staffing,insufficient investment in continuing education,insufficient innovation in management mechanisms,and insufficient policy support,It is recommended that the local government,while drawing on the training model of "one village,one university student,and rural doctor" in Hubei Province,the "regional center" model of rural medical and health services in Minhou County,Fujian Province,and the "airport health talent" training and introduction model in Shuangliu District,Chengdu City,and taking into account their own actual situation,propose to increase the treatment of internal and external personnel to expand the medical team,improve the incentive and guarantee mechanism,and promote the reform of the professional title system Measures such as flexible staffing management to strengthen autonomous use of human rights,implementing the construction of medical consortia to play a synergistic role,increasing th e intensity of continuing medical education to improve the level of diagnosis and treatment,and vigorously improving the grassroots environment to maintain the stability of rural teams.This study is beneficial for providing certain reference for the construction of medical and health teams in local or other rural areas.
