Against the background of unprecedented urbanization,high concentration of population,increasingly convenient transportation and logistics,the epidemic situation of new crown pneumonia has exposed the problems and challenges in the construction of the public health system.With the development of healthy China strategy and talent strengthening strategy,the problem of unbalanced and inadequate development of professional public health institutions personnel is becoming more and more obvious in the public health service system.At present,the domestic and foreign researches focus on the construction of qualified personnel in medical and health institutions,but less on the construction of qualified personnel in professional public health institutions,especially in local specialized public health institutions.In recent years,public health professionals in Hengyang are faced with many practical problems,such as heavy tasks,high work pressure and low salary,it has seriously hindered the construction and development of public health personnel pool.Therefore,this paper takes eight public health institutions in Hengyang as the main research object,following the core idea of “ theoretical analysis,investigation analysis,countermeasure analysis ”,trying to explore ways to strengthen the construction of public health personnel pool.By using the method of literature research,this paper sorts out the concepts of public health,public health institutions,public health personnel and talent team construction.By using the method of Investigation and Research,this paper investigates the current situation of public health personnel in Hengyang,and finds that there are some problems such as the shortage of talents,the imbalance of talents structure,the serious brain drain and the lack of staff and the lack of spare staff coexist.The causes are imperfect talent recruitment mechanism,unreasonable talent appointment mechanism,imperfect talent cultivation system,inadequate talent management and incentive measures.Combining the theory of human capital,the theory of expectation and the theory of reinforcement,this paper puts forward some countermeasures and suggestions,such as optimizing the Human Resources for Health allocation,improving the talent recruitment mechanism,enhancing the efficiency of talent utilization,strengthening the talent development planning and education and training,and improving the talent policy incentive and guarantee system. |
