Astudy On Analysis And Countermeasures Of Talent Echelon Construction In Z Hospital Of Traditional Chinese Medicine Under The Strategy Of Healthy China

The strategic goal of "promoting healthy China Construction" was put forward for the first time at the Fifth Plenary Session of the 18 th CPC Central Committee.The report of the 19 th CPC National Congress officially proposed the "implementation of healthy China strategy" and promoted it to the overall national development strategy.Subsequently,the Fifth Plenary Session of the 19 th CPC Central Committee made it clear that the major task of "comprehensively promoting the construction of a healthy China" was closely connected with the overall strategy of building a powerful socialist modern country.The outline of the "2030" plan for healthy China has made a top-level strategic design for the major and long-term problems of Chinese people’s health.The chapter "giving full play to the unique advantages of traditional Chinese medicine" shows that the state attaches great importance to the future development of traditional Chinese medicine.In the "14th five year plan" period,there is a new road map for the human development of traditional Chinese medicine: faithfully implement the Qihuang talent project,strengthen the high-level talent team connected with the echelon of leading talents,excellent talents and backbone talents,and cultivate talents of integrated traditional Chinese and Western medicine.The quality of talent echelon construction of traditional Chinese medicine hospital is the key index to measure its service ability.It is also of great significance to promote the high-quality development of traditional Chinese medicine in the new era and achieve the strategic goal of healthy China.The research takes Z traditional Chinese medicine hospital in F City of G Province as the research object,takes the healthy China strategy as the background,analyzes the current situation of talent echelon construction of Z traditional Chinese medicine hospital by analyzing the questionnaire data and interview survey results,and using the relevant theories of human resources: the hospital has made some achievements in talent echelon construction after the implementation of healthy China strategy,but there are still unreasonable echelon structure The personnel management ability can not meet the current development needs,the effect of incentive policies needs to be improved,the reserve talent selection mechanism and talent pool need to be built and improved,the non staffing personnel have a strong sense of boundaries and less sense of work gain.Based on the in-depth understanding and analysis of the problems and causes,combined with the SWOT strategic analysis model,this study analyzes and matches the internal and external factors of the talent echelon construction of Z hospital,and puts forward the talent echelon construction strategy and countermeasures combined with the hospital development strategy: the first is to establish a four-level talent echelon and reserve talent pool,and adopt diversified talent reserve and supporting dynamic monitoring and evaluation to build a reasonable talent echelon;The second is to highlight the characteristics of traditional Chinese medicine and innovate the training mode and method of hospital talents;The third is to improve the hospital’s human management ability;The fourth is to improve the relevant policies of talent guarantee to strengthen the vitality of talent echelon.Through the above countermeasures,it is hoped that under the background of the implementation of the healthy China strategy,it will have a certain practical and theoretical reference value for the talent echelon construction of Z traditional Chinese medicine hospital in the new era.
