| The Fourth Plenary Session of the 19 th CPC Central Committee set the goal of basically modernizing China’s governance system and capacity by 2035.Public health emergencies in modern society are unpredictable.Responding to public health emergencies is not only the responsibility of government departments,but also the cooperation between the government and other subjects.Research on urban collaborative management of public health emergencies is of great significance for local governments to establish and improve management of public health emergencies,provide public health environment for the public and embody the concept of "people as the center".This paper firstly summarizes the research background and significance,and clarifies the concept and collaborative governance theory of public health emergencies combined with the current situation of the main body of collaborative governance of public health emergencies at home and abroad,so as to lay a theoretical foundation for the study of collaborative governance optimization of urban public health emergencies.Secondly,it analyzed the current situation of the collaborative management of epidemic prevention and control in Xiamen City,and summarized the initial results achieved by the collaborative management of epidemic prevention and control subjects in Xiamen City through case study.Thirdly,through questionnaire survey,satisfaction survey was conducted on various subjects such as government departments,medical institutions,news media and enterprises and their collaborative governance in the process of epidemic prevention and control in Xiamen City,and problems existing in the collaborative governance of epidemic prevention and control in Xiamen City were found out from the aspects of internal and external coordination of each subject,and causes were analyzed.Finally,according to the causes of the problems,corresponding policy suggestions were obtained,and suggestions were put forward in four aspects,including improving the coordination mechanism of precise positioning of main body functions,improving logistics support and technical support,strengthening the synergy drive and communication channels,and perfecting the coordination framework at the level of multi-body organization structure,to further optimize the collaborative governance of urban public health emergencies.In this paper,Xiamen’s collaborative management of epidemic prevention and control was selected as a representative of the collaborative management of urban response to public health emergencies,and certain analysis was carried out from the macro and micro levels,providing certain reference for the optimization and improvement of collaborative management of Chinese cities in response to public health emergencies in the future. |
