With the rapid development of our country’s economy,residents are increasingly concerned about medical care.In addition,China’s large population base and the medical demand generated by the aging trend of the population have brought enormous pressure on the supply of medical facilities and services.Uneven space distribution of medical resources,most local governments are not financially well-off,as a result,it is impossible to build public hospitals solely on fiscal revenue to provide sufficient,efficient and advanced medical services for local residents.The contradiction between people’s increasing demand for medical resources and the relatively backward construction of medical facilities is increasingly sharp.Due to the promotion of Public-Private-Partnership model and the development of medical market,public hospital projects gradually have the feasibility of introducing social capital to participate in construction and operation.In recent years,China has formulated a series of policies to promote the application of Public-Private-Partnership model in public hospital projects.Gradually guide social capital to participate in public hospital project construction.Given the unique nature of the medical industry,and the game behavior caused by the different interests of the participants,Public-Private-Partnership projects in public hospitals are bound to have different types in each stage of implementation and different levels of risk.Therefore,risk management is the key to the success of Public-Private-Partnership projects in public hospitals.In this paper,by consulting the relevant literature about Public-Private-Partnership project risk management at home and abroad,firstly,the concept of Public-Private-Partnership model and relevant theoretical knowledge are expounded,and introduces the development status of Public-Private-Partnership model in China’s medical field,the problems are analyzed as well.For instance,the project does not involve the core medical field,the legal system and system mechanism is not perfect,the professional talent reserve is insufficient.Then,based on the basic ideas of risk management theory and game theory,through the analysis of the risk sources of the Public-Private-Partnership project of public hospitals,Delphi method and flowchart method were used to identify and summarize the general risks involved in the project from the macro,medium and micro levels,and compile the risk list.Based on the risk list,through the definition of the risk subject,the game model is established,and the principle of risk sharing is obtained,including the principle that the risk management subject voluntarily assumes the risk,the risk sharing is matched with the risk control,and the risk sharing is matched with the income.Therefore,the framework and process of risk sharing are established,and the incentive mechanism and constraint mechanism of risk sharing are designed based on the theory of human resource management.This paper then selected a Public-Private-Partnership project of overall relocation of public hospitals for case analysis,and introduced the general situation,operation mode,return on investment mechanism and relevant important implementation of the case project.From the three dimensions of risk identification,risk sharing and countermeasures and suggestions,conduct risk management research on it.Finally,this paper puts forward corresponding countermeasures and suggestions from the standpoint of different project participants.When implementing Public-Private-Partnership projects in the medical field,establish a scientific and reasonable risk management system in line with the actual situation of the field,To reduce project operating costs,and reduce the probability of risk occurrence,control the loss caused by the occurrence of risk,so as to maximize the benefits of the project.In the current Public-Private-Partnership model is not widely used in medical and health field situation,this paper research expectations for Public-Private-Partnership model application in our country public hospital project to provide some suggestions,promote the advance and development in the field of medical.
