| In Chinese medical service system,public hospitals are an important part and play an important role in promoting the development of health undertakings.The public hospital occupies a large proportion in medical profession,the organization structure is more complex,the evaluation of the public hospital is also more difficult.Public hospitals generally have problems in performance management,such as imperfect performance evaluation index system,lack of communication and feedback mechanism,lack of scientific organizational strategic goals,lack of perfect information system,and lack of a complete performance management model[1].S City is a resource-exhausted city with serious population loss and slow urban development.S Public Hospital is a local third-level public hospital.In recent years,influenced by the internal and external environment of hospitals,the development of hospitals has been greatly challenged.This paper takes S public Hospital as the research object,applies various methods such as literature research and questionnaire survey to conduct a comprehensive analysis of its current performance management,and summarizes the deficiencies in the current performance management of the hospital.The results show that there are mainly the following problems:the incentive function of performance management is not fully played,the public welfare of the hospital is not strong,the performance evaluation system is not comprehensive and so on.Based on this series of problems,combined with the key index method,performance management theory,balanced scorecard,target-conducted performance management theory and other relevant theoretical basis for analysis.The expert consultation method and analytic hierarchy process(AHP)are used to optimize the performance evaluation index system and define the weight of related indicators.The fuzzy comprehensive evaluation method is used to systematically score and discuss the performance evaluation index system.The study found that the optimized performance management evaluation index system can meet the actual needs of performance management of S public hospital,it can play the incentive role of performance management and strengthen the public welfare of the hospital.Finally,the paper formulated corresponding strategies for the performance management of the public hospital,hoping to strengthen the performance management level of the hospital and accelerate the development of the hospital. |
