With the deepening of medical reform and the comprehensive reform of public hospitals,the public welfare nature of hospitals has gradually returned.Hospitals must strive to achieve the joint promotion of medical service function and social function,promote the construction of modern hospital performance evaluation system,and the performance evaluation mechanism oriented to public welfare should be established urgently.This paper discusses the application of performance evaluation in the affiliated Hospital of Yan'an university,and analyzes the present situation of the performance evaluation system of the affiliated Hospital of Yan'an university,on the basis of the research object of Yan'an University Affiliated hospital("Yan an University Affiliated Hospital").This paper expounds the necessity and feasibility of implementing the performance evaluation system of Balanced scorecard in the affiliated Hospital of Yan'an university.Then,based on the need of social responsibility dimension performance evaluation in public hospitals in China,the social responsibility dimension is added to the four dimensions of the original Balanced scorecard,and the performance evaluation Index system of Yan'an university affiliated hospital based on five-dimensional Balanced Scorecard is constructed.The performance value of Yan'an university affiliated hospital from 2015 to 2018 is analyzed and evaluated by using the index system constructed,and some suggestions for improvement are put forward.The performance evaluation Index system of five-dimensional balanced scorecard constructed in this paper provides a reference for establishing and perfecting the scientific and reasonable performance evaluation system of public hospitals in China.On the basis of literature review,this paper constructs a set of preliminary framework of performance evaluation Index system of multidimensional Balanced scorecard and a set of scientific and Effective performance evaluation Index system.Includes 5 dimensions,12 second class indicators and 28 third class indicators.Then,analytic hierarchy Process(AHP)is used to determine the weight of each indicator and to check whether the logic of the indicator is consistent.Finally,the performance value of Yan'an university affiliated hospital from 2015 to 2018 is analyzed and evaluated by fuzzy comprehensive evaluation method,and some suggestions for improvement are put forward.In this paper,a more comprehensive performance evaluation index system of five-dimensional Balanced scorecard of Yan'an university hospital is established.The increased social responsibility dimension measures the implementation of social responsibility in hospitals and responds to calls for the return of public hospitals to the public in the context of the new health care reform.The selected evaluation System index is scientific and reasonable,the maneuverability is strong,is conducive to the long-term stable implementation.Based on the establishment of five-dimensional Balanced Scorecard Performance Evaluation Index System,the performance evaluation of Yan'an university affiliated hospital conforms to its actual development,which has practical guiding significance to promote hospital development...
